POSITION SUMMARY:
Manages and coordinates activities of land, right of way and easement acquisitions with focus on pipeline rights of way and easements for appurtenant facilities. Directs and coordinates the land agents, surveying, mapping, and routing of land, right of way and easement acquisitions. Coordinates activities with business development, engineering, environmental and operations departments. Reviews agreements for appropriate consideration, terms and completeness, coordinates filing and recording of land documents, interfaces with operations to determine and anticipate needs for real property rights.

ESSENTIAL DUTIES/RESPONSIBILITIES:
o Directing contract land agents on acquisition activities including but not limited to easements, ancillary agreements and property purchases
o Assists operations regarding land requirements, issues, disputes and resolutions
o Assist in development of land requirements and obligations for operations and coordinate with accounting
o Review of real property agreements and negotiate provisions for such agreements
o Negotiates with community, business, and public utility representatives to eliminate obstacles to land purchase, development, sale, or lease
o Insures the integrity of land records and ROW management tracking system
o Directs collection and auditing of funds from ROWs, easements, sales or leases of property
o Maintains costs and budgets for projects and insures projects AFE’s are managed
o Effectively works with other disciplines to insure complete project scope is maintained
o Interacts with customers to successfully complete projects and meet deadlines

JOB QUALIFICATIONS:
• Real Property/ROW acquisition experience, understanding of key real property concepts
and terms. Bachelor's degree (B. A.) from four-year College or University, real property paralegal certificate; or ten years related experience and/or training; or equivalent combination of education and experience.
• Ability to read, analyze, and interpret real property legal agreements and clauses; maintain appropriate real property files, track activities of land agents/landmen, recording information and requirements. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
• Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

WORKING CONDITIONS:
Physical Demands:
This position requires sitting throughout most of the day. It will involve some lifting and filing. On occasion there will be outside office assignments that can involve walking around construction sites, industrial locations, field and/or wooded areas.
Working Environment:
Generally working in an office environment, however, May require visiting and walking around some construction and industrial sites, farm properties, driving on rural roads, and other field locations, to acquire familiarity with facilities, properties and settings.
Materials and Equipment Used:
The materials and equipment used on a regular basis will be a personal computer, phone, fax, copier and map printer/plotter.
