    THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

    This National Guard position is for a SUPERVISORY ENVIRONMENTAL PROTECTION SPECIALIST, Position Description Number D0964000and is part of the NH ARNG CFMO, National Guard.

    NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is a Title 32 Excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

    This position is located in the Environmental Management Branch of the State Army National Guard (ARNG) Headquarters.

    Individuals from Area II or Area III will serve a one year trial period and then convert to permanent status.

    Area 1 - Permanent or Indefinite technicians currently employed with the New Hampshire National Guard. (This area includes New Hampshire National Guard AGR's who have USERRA rights back to a technician position).

    Area 2 - AGR, temporary technicians, or traditional/M-Day soldiers and airmen currently serving in the New Hampshire National Guard.

    Area 3 - All individuals eligible for immediate military membership in the New Hampshire National Guard as a military member in the grade/rank listed in this announcement.     Responsibilities

    As a SUPERVISORY ENVIRONMENTAL PROTECTION SPECIALIST, GS-0028-12, you will serve as the State ARNG Environmental Program Manager with responsibility for supervising and managing the state environmental program in conformance with Federal, state, and local rules and regulations. Serves as the focal point and technical expert to the Adjutant General; and provides advisory services to all units within the state regarding National Environmental Policy Act (NEPA), Installation Restoration Program (IRP), Air Quality, Water Quality, Hazardous Waste Management and various other environmental programs. Ensures that applicable Federal, state, and local environmental standards, regulations and laws are maintained. Assures compliance with policies, regulations, and Federal, state, and local statutes. Supervises technician and/or state personnel engaged in a variety of work directly related to the state environmental program.

    Qualifications
    MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an Title 32 Excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership.     GENERAL EXPERIENCE
    : Clerical experience or other work which demonstrated the ability to acquire and to apply a practical knowledge and understanding of the program objectives, policies, procedures, and requirements relating to the work of the position.

    SPECIALIZED EXPERIENCE : (GS-12) - Must have at least 36 months experience, education or training demonstrating the knowledge of the principles, practices, and concepts of an environmental program sufficient to serve as the expert technical advisor on the various environmental programs. Experience demonstrating knowledge of environmental issues, problems and solutions regarding federal, state, rural and community environmental regulations. Experience in program planning or administration concerned with environmental protection or other activities related to environmental problems. Experience in an advisory or research capacity involving the creation of solutions to problems concerning environmental protection or other related activities. Experience using on-site investigation techniques, analysis of results and development of conclusions to insure conformance to environmental regulations.
