Utilize appropriate business development, public affairs and government relations methodologies to retain and develop new profitable business within 911 emergency medical systems (EMS), emergent and non-emergent medical transportation services.  The Business Development Manager shall focus on strategies and outreach efforts to engage healthcare systems, hospitals, long-term care organizations, commercial or governmental health plans for inter-facility medical transportation (IFT), along with municipal, county or community based 911/EMS agency governmental entities and other appropriate users or buyers of medical transportation system in Texas.


Essential Duties and Responsibilities:


  • Responsible for the development of new growth opportunities and planning (911/EMS and IFT) within the State of Texas.
  • Engage and cultivate local government elected official, administrator and first responder leader relationships to allow access and expand consultative development process.
  • Prospect continuously for new customers (911/EMS and IFT) through a variety of techniques, including lead generation, telephone solicitation, public and elected official meetings, conferences, networking and direction from operations staff, etc.
  • Works with local market Business Development, Government Relations, and Operations team members and leaders to develop, analyze and maintain pipeline/funnel reports for Texas.
  • Plan and provider business development and government relations meetings, presentations and marketing/communications.
  • Ensures the maintenance of all current and prospective 911/EMS and IFT clients is in Salesforce.
  • Responsible for gathering competition information and having a thorough understanding of competitors.
  • Travel throughout State of Texas required.
  • Adhere to all company policies and procedures.
  • Adherence to and compliance with information systems security is everyone’s responsibility. It is the responsibility of every computer user to know and follow Information Systems security policies and procedures. Attend Information Systems security training, when offered.  Report information systems security problems.
  • Mentor employees, conduct performance evaluations, counsel and provide disciplinary actions to assigned personnel, and works to facilitate individual and team development that drives positive results. Champion affirmative action efforts in all aspects of employment, including but not limited to staffing, training, promotion, etc.  Responsible for compliance with and enforcement of company/department policies and procedures.






Experience in EMS and healthcare industry associations and/or governmental organizations is required. Associates or Bachelor’s degree preferred.  A valid driver’s license with clean driving record is required.




A minimum three years business development and/or government relations experience within healthcare OR EMS industry preferred. Demonstrated experience and success in the areas of public affairs, community relations, new customer prospecting and business development is necessary.


Knowledge and Skills:


  • Ability to effectively present information and address the needs of elected officials, first responder leaders and healthcare administrators.
  • Ability to effectively advocate on behalf of the company and develop key relationships with industry organizations, business leaders and government officials.
  • Excellent interpersonal, communications skills and the ability to identify and take advantage of new opportunities, best practices and potential partnerships.
  • A working knowledge of healthcare contracting and a familiarity of Medicare, Medicaid, and Third party payer reimbursement.
  • Excellent planning, organization and time management skills.
  • Ability to carry out multiple assignments concurrently and adapt to changes in the external environment and organization.
  • Ability to calculate, understand and interpret organizational, financial and contractual data, information and metrics.
  • A basic understanding of computer database, the Internet and Microsoft business products and software, including Salesforce.
