Job Summary

The Contract Manager is a member of the Sourcing Team (within the Procurement division of the Supply Chain department), which is responsible for supporting the contracting and sourcing requirements of the entire organization.  This position reports to a Strategic Sourcing Manager.

 

The Contract Manager performs core functions to include defining business requirements, vendor identification, negotiation, evaluation, award and implementation.  This position also provides tactical leadership for CHOP’s contracting group. Core Required skills include project management, analytical skills, vendor and stakeholder relationship management and staff development.

Job Responsibilities

  • • Provide strategic guidance for equipment and construction purchased service sourcing for the various departments within the hospital.
    • Work closely with customers throughout the entire strategic sourcing process, including: reviewing current contract information, spend aggregation, identification of vendors, interviewing of internal hospital stakeholders, RFx development, RFx analysis, assistance with negotiations, final vendor selection, and identification of savings opportunities.
    • Comprehensive capital equipment list development using standards, facilitating equipment planning meetings, finalizing specifications with stakeholders. Proactively manage organizational-wide equipment standards list and ensure equipment standards are followed from design through project go-live. 
    • Develop and manage both medical and non-medical equipment budgets for construction projects. 
    • Successfully manage simultaneous projects with short timelines and difficult logistics.
    • Obtain and coordinate technical data for equipment by interacting directly with architects, designers and project managers.
    • Manages RFP process from bid development to award and post award review of vendor performance.
    • Proactively ensures compliance with CHOP’s supplier-diversity objectives relative to contracting, to include ensuring that awarded contracts meet and /or exceed CHOP objectives, periodically reviewing key supplier contracts on their performance related to supplier diversity. 
    • Supports Value Analysis, Supplier Diversity, and other Supply Chain programs as needed with activities such as identifying alternate suppliers conducting cost analysis and communicating financial impact of new products or product conversions.
    • Conducts market research on requested products and technologies.
    • Monitors expenditures to verify service/quantity requirements are met and ensures rebates, credits, patronage fees are received.
    • Partners with suppliers to establish and maintain positive business relationships. 
    • Seeks out new suppliers to engage in business.
    • Understands Supply Chain’s vision, plus participates in defining goals and objectives and coordinates efforts to achieve goals.
    • Provides insight and suggestions for process and communication improvement between supply chain stakeholders.
    • Validates and documents savings for budgetary purposes. Savings goals to be determined on an annual basis.

Skills:

 

• Strong understanding of equipment and services contracting, including the full contracting lifecycle, contract language, terms and conditions.
• Experience in equipment planning and managing multiple capital construction projects. Required to work with the planning, budgeting, acquisition and installation areas and develop the equipment list.  
• Proactively engages stakeholders and/or key internal customers on a regularly scheduled basis to review spend analysis and develop initiatives. Acts as a liaison to assist stakeholders reach business objectives.
• Ability to negotiate capital equipment acquisition, including point of sale agreements.
• Incorporates key cost drivers (price, product, process), supplier, market, and technology profiles, vendor rationalization, contract penetration status, spend optimization and strategies for addressing spend in category plans. Considers patient safety and outcomes in decision making processes.
• Leads negotiations with business partners.
• Understands and interprets financial analysis such as contract cost impact statement and pricing comparison.
• Proactively analyzes spend data to determine new areas for contracting or, enhancing current contracts. Focuses on utilizing both new and established equipment standards to drive contracted cost reductions.
• Strong project management and process improvement skills; Leads workgroups, creates work plans, deliverables, savings estimates and desired outcomes for initiatives with targeted due dates.

Required Licenses, Certifications, Registrations

Required Education and Experience

  • ·        Contract Management Certification such as NCMA Certified Professional Contract Manager (CPCM), NCMA Certified Commercial Contracts Manager (CCCM); Or equivalent

    ·        Bachelor's Degree in related field is required; Master’s Degree preferred
    With Bachelor’s Degree, a minimum of 7 years related experience is required; With Master’s Degree, a minimum of 5 years’ experience is acceptable
    Contract administration

    ·        Customer and supplier relationship management

    ·        Proven project management skills with small to medium sized projects (3-10 people). 

    ·        Moderate to advanced proficiency with Excel, PowerPoint, data analysis, business case development, ERP systems.

Preferred Education, Experience & Cert/Lic

  • Master's Degree preferred. 
  • Contract Management Certification such as NCMA Certified Professional Contract Manager (CPCM), NCMA Certified Commercial Contracts Manager (CCCM) preferred; (Or equivalent)
