    These positions are being filled under Direct-Hire Authority for Financial Management Experts. The Secretary of the Air Force has delegated authority by the Office of the Secretary of Defense to directly appoint qualified candidates possessing a finance, accounting, management, or actuarial science degree, or a related degree from an accredited college or university in a field of study, or equivalent experience, related to the functions of the position to be filled, These positions are located Air Force-Wide. Positions may be filled as permanent or term with a full-time or part-time work schedule. Pay will vary by geographic location.

    Responsibilities

    • Independently performs recurring assignments of limited and complexity in support of projects assigned to higher graded analyst.
    • Knowledge of analytical, mathematical, and /or statistical theories, principles, and practices to plan, coordinate, and execute segments of complex studies.
    • Use rigorous methods of logic and scientific discipline to design, develop and adapt and/or oversee the design, development, and adaption of mathematical cost models the will be used to evaluate the cost of various weapons system and programs.
    • Performs a broad range of operations research analysis assignments entailing unique problems, creativity, innovative use of techniques, advanced approaches, and/or new technologies.
    • Reviews and evaluates study projects, proposal, and/or reports for adequacy of methodology, including the use of development of computerized models, ensuring the techniques used are valid and appropriate to the problem or issue identified.

    • Per National Defense Authorization Act (NDAA) of fiscal year (FY) 2017. Section 1111 modifies 5 United States Code (U.S.C.) 3326; Veterans who are retiring within 180 days of appointment effective date may require a 180 day waiver package.

    Qualifications
    BASIC REQUIREMENTS:
    A degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

    SPECIALIZED EXPERIENCE:

    GS-12: Successfully completed 1 year of specialized experience at the GS-11 grade level or equivalent under other pay systems in the Federal service. Examples of creditable specialized experience include, under guidance of senior analysis(s), applies a range of analytical, mathematical, and/or statistical theories, principles, and practices to plan, coordinate, and execute segments of complex studies.

    GS-13: Successfully completed 1 year of specialized experience at the GS-12 grade level or equivalent under other pay systems in the Federal service. An example of specialized experience includes extracting& organizing raw cost data under general direction from the team leader, conducting basic mathematical analysis of programs information, & assisting in the collection, developmental and implementation of cost related information.

    GS-14: Successfully completed 1 year of specialized experience at the GS-13 grade level or equivalent under other pay systems in the Federal service. Examples of creditable specialized experience includes a broad range of operations research analysis assignments entailing unique problems, creativity, innovative use of techniques, advanced approaches, and/or new technologies. Utilizes scientific inquiry independent development of mathematical models and computer programs to evaluate, interpret, & analyze progress implementation diversity priorities identified in the Air Force Diversity Strategic Roadmap.

    GS-15: Successfully completed 1 year of specialized experience at the GS-14 grade level or equivalent under other pay systems in the Federal service. Examples of creditable specialized experience includes applying scientific and analytical techniques to define, quantify, and evaluate feasibility of assigned projects, proposals, reports, studies or problems. A consultant and Air Force level technical expert to senior subject matter specialists and/or agency official program operations.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

    1. Professional knowledge of the principles, concepts and practices of operations research analysis to apply scientific methods and techniques to analyze system, processes, and/or operational problems and procedures.
    2. Knowledge of mathematics and analysis to perform studies and prepare reports, documentation, and correspondence to communicate recommendations/conclusion clearly.
    3. Ability to participate effectively on study teams and originate new ideas, projects, and methodologies.
    4. Knowledge and mastery of a broad range of methods and techniques used in classical and modern advanced operations research studies and possession of analytical abilities.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Your preference and/or appointment eligibility will be verified prior to appointment. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave.
