    Physical Demands: Duties involve rigorous fieldwork requiring above average physical performance, endurance and superior conditioning. Requires prolonged standing, walking over uneven ground, and recurring bending, reaching, lifting and carrying of items weighing over 50 pounds and shared lifting and carrying of heavier items, and similar strenuous activities. Requires at least average agility and dexterity. Duties include demands for strenuous activities in emergencies under adverse environmental conditions and over extended periods of time.

    Work Environment: Work environment involves high risks with regular and recurring exposure to potentially dangerous situations or unusual environmental stress where high risk factors exist which cannot be reasonably controlled. For example, working at great heights under extreme weather conditions, or working closely with toxins or dangerous pests or animals such as poisonous snakes, where safety precautions cannot completely eliminate the danger. The work is primarily performed outdoors at remote locations, airstrips, helibases, unimproved helispots, and fireline locations in forest and desert environments in steep terrain, sometimes at high elevation, where surfaces may be extremely uneven, rocky, or covered by vegetation. Temperatures commonly exceed 100 degrees F and fall below freezing. Risks include smoke inhalation, fire entrapment, snake or insect bites and stings, exposure to excessive machinery noise and falling and rolling material.

    Passage of a pre-employment physical is required. You must also pass the work capacity test for arduous position.

    Responsibilities

    - This position manages a highly mobile aerial delivered firefighting squad that utilizes exclusive use contracted helicopters to rapidly attack wildfires in varied terrain fuels.
    - Serves as a Type 4 (ICT4) or Type 5 (ICT5) Incident Commander, managing resources that vary from single resource to multiple resource task forces or strike teams.
    - Directs firefighters in the initial and extended attack phase of wildland fire suppression operations.
    - Provides instructions for, and participates in, direct suppression of fire, direct and indirect fire line construction, hot spotting, backfiring/burnout, aerial ignition, water delivery systems and application, tree and brush felling and removal, blackline and mop-up operations.
    - Responsible for planning, scheduling, directing and resolving problems associated with remote helicopter operations in order to meet fire suppression and/or other resources objectives.
    - Serves as a Contract officer's Representative (COR) or Project Inspector (PI) on Exclusive Use, Call-When-Needed helicopter contracts and Aircraft Rental Agreements.
    - Provides formal/informal training to squad members/other personnel in specific tasks and techniques associated with helicopter and fire suppressions operations.

    This is a primary firefighter position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). The position is subject to maximum entry age (MEA) requirements. The MEA is the date immediately preceding your 37th birthday. Applicants must not have reached age 37 at the time of appointment, unless proof is provided of prior Federal service in another primary covered position, or you are a preference eligible veteran.

    If you are a preference eligible veteran, you may be eligible for this position after your 37 th birthday. You must supply a copy of your Defense Department Form 214 (DD-214) along with Standard Form 15 (if applicable) and any associated documentation in accordance with the instructions in this vacancy announcement. Failure to provide this documentation with your application will result in a loss of eligibility to receive a waiver of the maximum entry age requirement.

    Proof of prior covered service must be submitted prior to employment. Acceptable proof consists of SF-50's showing beginning and ending dates of covered/creditable appointments and copies of approved letters based on individual claims. Applicants who fail to provide this evidence will not be considered eligible for the position.

    THIS IS A DRUG TESTING DESIGNATED POSITION. In accordance with Executive Order 12564, and under the Department's Drug Free Workplace Program, applicant(s) tentatively selected for this position will be required to submit a urinalysis to screen for illegal drug use and to pass the test prior to appointment. In addition, this position is subject to random testing for illegal drug use.

    Qualifications
    Specialized Experience Requirements:
    In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled.

    For GS-06: One year of specialized experience equivalent to at least the next lower grade level GS-05 in the federal service. Example of specialized experience include, but are not limited to: experience in taking independent action to implement the strategies, tactics, suppression methods used, and helicopter operations in containment and control of wildland fires.

    For GS-07: One year of specialized experience equivalent to at least the next lower grade level GS-06 in the federal service. Example of specialized experience include, but are not limited to: having leadership experience in taking independent action to implement the strategies, tactics, suppression methods used, and helicopter operations in containment and control of wildland fires.

    Substitution of Education for the Specialized Experience Requirement:
    GS-06/07: One year (18 semester hours) of graduate level college education in a field related to range work such as a major study in forestry, range management, agriculture or a field directly related to this position.

    Education and experience may be combined to meet the specialized experience requirement.

    You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled.

    Selective Placement Factors:
    This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified.

    Selective Factor #1: To meet IFPM minimum qualification requirements for Senior Firefighter, you must have possessed all of the following National Wildfire Coordinating Group (NWCG) incident management qualifications and training requirements to be considered eligible for this position:

    1) FFT1

    2) Additional Required Training of S-290, "Intermediate Fire Behavior"

    Selective Placement Factor #2:
    - GS-06, you must be qualified as Incident Commander, Type 5 (ICT5) and Helicopter Manager Trainee (HMGB) (T).

    - GS-07, you must be qualified as Incident Commander, Type 4 (ICT4) and Helicopter Manager (HMGB).

    Selective Placement Factor #3: This position is a Primary Firefighter position and is covered under Special Fire Retirement. In accordance with Public Law 107-27, applicants must not have reached age 37 at the time of appointment, unless proof is provided of prior Federal service in another covered position, or you are a preference eligible veteran. If you are a preference eligible veteran, you MAY be eligible for this position after your 37th birthday.

    Selective Placement Factor #4: You must possess a valid state driver's license by the closing date of the announcement and at all times during your appointment in this position.
