    This position is located at the Department of Health and Human Services (HHS), Food and Drug Administration (FDA), Center for Devices and Radiological Health (CDRH), Office of Device Evaluation (ODE) located in Silver Spring, Maryland.

    This is an Interdisciplinary announcement and may be filled in one of the following series: 0801 (General Engineer), 0830 (Mechanical Engineer), or 0858 (Biomedical Engineer).

    PLEASE NOTE: This announcement will be used to establish a standing inventory of applicants ready to be considered for Interdisciplinary Engineer 12/13 positions. Qualified candidates will receive consideration for vacancies as positions become available at CDRH. Qualified candidates will receive consideration for vacancies until selected, or their eligibility expires. For information concerning the period of eligibility, please see the "What To Expect Next" section of this announcement.

    While most positions are expected to be filled in the Office of Device Evaluation, other offices within CDRH may use this announcement to fill positions, as well.

    Responsibilities

    The Interdisciplinary Engineer performs the following duties for the Office of Device Evaluation:
    • Reviewing scientific data submitted in support of a variety of medical device submissions (e.g. premarket applications, product development protocols, applications for investigational device exemptions, etc.) to determine its accuracy and sufficiency.
    • Reviewing research protocols used to evaluate medical devices and recommending new or modified methods for testing and data analysis.
    • Writing and evaluating guidelines concerning data submissions for medical devices and their marketing.
    • Making presentation to the medical/scientific panel members on the FDA Advisory Committee responsible for the classification and premarket review of medical devices.
    • Drafting a variety of reports and summaries on the safety and effectiveness of devices submitted in a premarket approval application.

  • Qualifications
    In order to be qualified for this position, you must meet the basic requirement in one of the following ways AND minimum qualification requirement as noted below:

    Basic Requirement:
    A. A bachelor's or higher degree in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
    OR
    B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

    1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. (You must submit licensure or registration for confirmation under this provision.)

    2. Written Test -- You must submit evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico under this provision.

    3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

    4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

    Minimum Qualification Requirement GS-12:
    In addition, to be qualified at the GS-12 level, you must possess one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service performing duties such as:
    • Analyzing scientific data submitted by other scientists/researchers in order to provide feedback or recommendations on methods/procedures utilized.
    • Assisting in conducting research or briefings on the classification and scientific review of medical device products or other scientific systems/designs.
    • Modifying existing guidelines and protocols for scientific testing of medical device products or other scientific systems and designs.
    • Providing information and advice to researchers or scientists on guidelines, scientific, or regulatory requirements related to research on scientific products.

    Minimum Qualification Requirement GS-13:
    In addition, to be qualified at the GS-13 level, you must possess one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service performing duties such as:
    • Reviewing technical or complex engineering data (e.g. related to multi-step processes, combination products, etc.) in order to determine the accuracy, safety, or effectiveness of a medical device or radiological product.
    • Reviewing research protocols to evaluate medical device products or radiological products.
    • Recommending solutions to scientific complaints, research discrepancies, and/or product problems related to medical devices or radiological products.
    • Providing advice and assistance to scientists in developing scientific and technical policies.
