Property Office Leader

The Financial Services Department is seeking a Property Office Lead.  Reporting to the Financial Services Department Head, this position will lead and direct the MIT Lincoln Laboratory Property Office using established policies and procedures in life-cycle government property management and accountability of tangible equipment and material at Lincoln Laboratory, Hanscom AFB, and all other alternate locations of the Air Force Research and Development Prime Contract(s). Strong working knowledge of Government Regulations (FAR and DFAR) related to property management and accountability as well as experience dealing with Government audits is required.


Responsibilities Include:

  • Supervises and manages the Property Office including workload and staff.
  • Maintains MIT Lincoln Laboratory Policies and Procedures that relate to Property management.
  • Plans and executes internal inventories according to a planned schedule. Keeps track of inventory discrepancies and track inventory metrics on quantities and value.
  • Coordinates external audits with Government agencies including annual Property Management System Analysis(PMSA) with the Defense Contract Management Agency, DCMA.
  • Interacts and coordinates property related activities with the Technical Divisions, Service Departments, and U.S. Air Force Administrative Contract Office.
  • Stays current with any changes in FAR, DFAR, or other Government regulations that deal with Government Property management or accountability.Ensure the Laboratory procedures are updated to reflect alignment with Government and MIT property policy.
  • Provides expertise and guidance to technical programs on accounting definitions related to fabrications and capital procurements.



  • Bachelor Degree in a business related field is required, MBA preferred
  • Five+ years in equipment and material life cycle management in a Government contractor or university environment having direct experience complying with FAR 52.245-1 Government Property (includes Alternate II), FAR 52.245-09 Use and Charges and various DFAR clauses.
  • Direct experience and demonstrated positive results with Defense Contract Management Agency Property Management System Analysis
  • Indirect experience and positive results with various Defense Contract Audit Agencies
  • Experience writing property management procedures, and implementing self audit procedures for the FAR property clause outcomes including reconciliations
  • Experience in updating policy, procedure and results to organizational administrative and technical units, contributing to organizational learning and instructional opportunities
  • Good presentation skills
  • Experience with determinations of equipment identification, control levels and or capitalization of purchased/fabricated equipment policies. Familiarity with workflows associated with requisitions approvals and the receipt of property purchased, supplied or internally fabricated
  • Experience with acquisition and control of contractor acquired or Government Furnished equipment and material
  • Experience with supervising and developing staff, performance management, project management, strategic planning and resource allocation, customer service and maintaining a safe and effective work environment
  • Knowledge of database systems and desktop computer applications
  • Experience with participating in educational opportunities, maintaining professional networks and participating in professional organizations
  • National Property Management Certification level CPPM (desired)
  • Three to five years in equipment and material management in a university environment subject to OMB Uniform Administrative Guidance is desired
  • Experience with SAP would be desirable but other enterprise financial software or third party property management software is necessary
