Project Engineer - BCAR

PM Group has an opportunity for an experienced “BCAR Project Engineer” to join our busy Project Team. The role will be predominantly office based.


* Support the implementation of PM Group’s statutory and contractual duties in respect of the Building Control (Amendment) Regulations 2014 (BCAR)

* Oversee PM Group’s implementation on projects of the Code of Practice for Inspecting and Certifying Buildings and Works published by the Department of Housing, Local Government and Heritage

* Support and coordinate with PM Group’s statutory certifiers on projects (Assigned Certifier, Design Certifier and Builder)

* Liaise with design team architects and engineers to ensure that the necessary BCAR duties are included in tender packages being issued to trade contractors and equipment suppliers

* Cooperate with the project team to ensure that BCAR activities are aligned for lean service delivery

* Support PM Group project teams to implement PM Group’s BCAR quality policies, procedures, process and tools

* Support project managers to determine the essential BCAR tasks for a project

* Chair related meetings

* Provide BCAR advice to the design disciplines and construction services

* Prepare Commencement Notice submissions to Building Control Authorities, including the Preliminary Inspection Plan, statutory certificates, online assessment, Supporting Documentation List, ancillary certificates, etc.

* Attend meetings with trade contractors and suppliers in relation to BCAR

* Track the compliance of trade contractors and suppliers with their BCAR duties, including inspections and certification

* Identify and obtain all necessary ancillary certificates on projects

* Prepare completion submissions to Building Control Authorities including the Inspection Plan as Implemented, the Certificate of Compliance on Completion, Annex of Documents, etc.

* Deliver BCAR related training

* Participate in related continuous improvement projects

Key Responsibilities and Accountabilities

* Be recognised as a leader in and keep abreast of current regulatory and industry standards for BCAR compliance

* Expert knowledge of the Building Control Regulations as applicable to PM Group projects

* Knowledge of the Building Regulations and the associated Technical Guidance Documents as applicable to PM Group projects

* Compilation and management of project BCAR files

* Coordination with project managers, design teams and construction management teams

* Perform work in compliance with PM Group’s Quality Management System

* Provide advice to project / design teams to ensure that the BCAR process is adequately planned and sequenced

* Deliver support to multiple projects in a timely fashion to meet project schedules

* Provide advice to project / design teams to improve engagement and understanding of the BCAR process

* Work with project managers to ensure there is sufficient capacity and capability to deliver the BCAR element of projects

* Provide support to office projects in the areas of BCAR inspection and certification

* Represent PM Group with customers and manage the customer interface on BCAR related matters

* Provide input to proposals and attend presentations to customers

* Previous experience of Assigned Certifier role would be advantageous


Recognised relevant professional qualification (Engineering or Architecture or Science or Construction preferred)

Minimum of 10 years of design / construction / projects experience

Chartered Engineer with Engineers Ireland or Registered Architect with RIAI or Chartered Surveyor with SCSI

Field experience in construction

Good communication and people skills

Self-starter and decision maker

Fluent English
