Proposal Manager

Location: Centennial, CO  Centennial , Colorado 80112 , United States (US)

The Proposal Manager Support plans, directs and coordinates activities of designated ATS program proposals and projects to ensure that goals or objectives of proposals are accomplished within the required schedule.


Essential Functions and Responsibilities:

  • Manages and supports all program change proposal activities
  • Compiles Technical Proposals, Task Descriptions (TDs), and Basis of Estimates (BOEs).
  • Chairs Change Proposal Reviews consisting of internal management, technical and financial review of all aspects of the ECP/CCP prior to submittal to the customer.
  • Establishes Work Breakdown Structures (WBSs) in coordination with finance and Program Manager.
  • Compiles detailed cost estimates for the change proposals.
  • Reviews the established schedules for ECP/CCP preparation and reports on progress.
  • Supports preparation of subcontractor Statement of Work (SOWs), specifications and bid packages.
  • Manages and coordinates activities of proposal support personnel to ensure proposal progresses on schedule.
  • Reviews proposal status and modifies schedules required. 
  • Supports new business proposal preparation activities including proposal compliance.


Other Duties and Responsibilities:

  • Travels, as required.
  • Performs other duties, as assigned.

            Knowledge, Skills and Ability:

  • Ability to fluently read, write, speak and understand English.
  • Excellent verbal and written communication skills.
  • Basic knowledge of Aircrew Training Systems.
  • Basic knowledge of DoD work environment


            Education and Formal Training:

Bachelor’s Degree in Business or a related field; or four years combination of education, experience, and training in addition to the experience listed below is desired.



Five years of experience in managing, planning or participating in Aircrew Training Programs.
