Manager, Enterprise Governance Office - Toronto, ON

Job Purpose:

This role contributes to the overall success of the Enterprise Governance Office, Enterprise Compliance Programs by supporting the Senior Manager and Director in fulfilling the regulatory change governance mandate of the Enterprise Governance Office.   The Manager will play a key role in the regulatory change management process at Scotiabank. Responsibilities will include tracking and reporting on regulatory changes as well as acting as a regulatory change management resource.  The Manager will interact with a broad range of stakeholders across the Enterprise.


Key Accountabilities:

  • Support the Director and Senior Manager in contributing to the ongoing development of the Bank’s regulatory change management process.
  • Provide enterprise support to business line and Compliance stakeholders in the coordination, development, and monitoring of responses to regulatory changes.
  • Maintain an enterprise regulatory change tracker and communicate updates on regulatory changes and related matters to management and business line stakeholders.
  • Provide subject matter expertise to business line stakeholders on the Bank’s regulatory change management processes and documentation.
  • Assist with reviews of significant regulatory changes as part of the regulatory change management process.  
  • Assist with the preparation of periodic reporting materials and facilitation of regulatory change management meetings for Compliance senior management. Liaise with business line stakeholders to obtain updates on the status of regulatory changes across the enterprise.  
  • Assist the Director and Senior Managers by fulfilling team responsibilities pursuant to standards, policies and procedures, frameworks, and other documentation in relation to regulatory change management, the Volcker Compliance Program and other regulatory initiatives under the purview of the Enterprise Governance Office (“Enterprise Initiatives”).
  • Assist with drafting and updating Compliance documents, including policies and procedures, frameworks, reports and other documentation in relation to regulatory change management and Enterprise Initiatives.
  • Champion a customer focused culture to deepen client relationships and leverage broader Bank relationships, systems and knowledge.
  • Assist with the implementation of review schedules, communicating timelines to relevant stakeholders and ensuring related Enterprise Governance deliverables are completed.
  • Provide assurance of consistency and alignment among controls across the Bank with respect to Enterprise Initiatives, including through review of controls inventory, as needed.
  • Respond to testing, audit or regulatory inquiries and facilitate remediation of identified deficiencies or findings of the Enterprise Governance Office with respect to regulatory change management, the Volcker Compliance Program, or other Enterprise Initiatives.
  • Assist with interpreting and communicating to relevant stakeholders any changes to the Regulatory Change Management process, Volcker Rule and other Enterprise Initiatives, as well as preparing associated documentation.   
  • Assist with preparation and delivery of training materials.
  • Champion a high performance environment, foster and promote an inclusive work environment, team spirit and build effective working relationships with stakeholders.
  • Understand how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions.
  • Actively pursue effective and efficient operations of his/her respective areas, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational risk, regulatory compliance risk, AML/ATF risk and conduct risk, including but not limited to responsibilities under the Enterprise Volcker Compliance Manual, Operational Risk Management Framework, Regulatory Compliance Risk Management Framework, AML/ATF Global Handbook and the Code of Conduct.



  • BA or Postgraduate degree with a minimum of 3 years of relevant combined experience in Compliance, Legal or other Control Functions (Audit, Risk, etc.).
  • An ability to interpret regulatory rules and requirements and to independently assess the impact of those rules and apply them to business problems.
  • An understanding of regulatory change management or the Volcker Rule is an asset.
  • A strong understanding of financial markets products across multiple asset classes is desired.
  • Experience with Microsoft Word/Excel and Powerpoint is highly desirable.
  • Excellent written and verbal communications skills, including an ability to communicate effectively with stakeholders across numerous functional groups (e.g. Front Office, 1B teams, Compliance, Risk etc.)
  • An understanding of internal controls and control frameworks is an asset.
  • Strong analytical and investigative skills.
  • Excellent teamwork, organizational and interpersonal skills.
  • Ability to manage multiple initiatives concurrently and meet deadlines under pressure.
  • Flexibility to work on a variety of different tasks independently and with limited supervision.
