Principal Cyber Security Engineer-SPAWAR (Job Number:440163)


SAIC is looking for Sr. Cyber Security Engineer to support Navy Sites and Programs of Record (PORs) in San Diego, CA.

Job Duties:

- Conduct Assessment and Authorization (A&A) activities for PEO C4I C4ISR programs per the DOD RMF process
- Will determine if engineering solutions are practical, reliable and interoperable for the execution/implementation on Navy Networks.
- Perform manual STIG/SRG checklists, Assured Compliance Assessment Solution (ACAS) and SCAP Compliance Checker (SCC) assessments to secure software and hardware in order to secure the system and reduce or eliminate security vulnerabilities
- Support the transition from Department of Defense (DoD) Information Assurance Certification and Accreditation Process (DIACAP) to Risk Management Framework (RMF)
- Implement the Department of Defense (DoD) Risk Management Framework (RMF) in accordance with DoDI 8510.01 for the analysis, design, development, implementation and security assessments to ensure compliance with National Institute of Standards and Technology (NIST) Special Publication (SP) 800-53, CNSSI 1253, and DoD RMF Knowledge Service guidance
- Perform ACAS scans for Research Development Test & Evaluation (RDT&E), applications and databases
- Scan systems for Information Assurance Vulnerabilities (IAV)
- Utilize COTS/GOTS and custom tools and processes/procedures in order to scan, identify, contain, mitigate and remediate vulnerabilities, and intrusions.
- Perform IAV management duties
- Expert knowledge of operating systems (Linux, Windows), network protocols and technologies, web services, databases, scripting, firewalls
- Administer ACAS deployment in a lab environment
- Provide in depth software architecture, systems engineering, verification and validation
- Establish major aspects of the system development life cycle (SDLC) requirements, design, implementation, and test
- Review proposed new systems, networks and software designs for potential security risks, recommending mitigations or countermeasures, and resolving integration issues
- Provide experience and expertise with security engineering and analysis, architecture and design
- Selecting, documenting, and assessing NIST security controls on newly developed systems
- Communicate with the ability to interact well in group meeting/working environments
- Experience writing, managing, and/or adjudicating Security Plans and all associated security controls documentation.


Required Education and Experience

- Bachelor's in STEM and 9 years or more experience or 13 years of related experience without the degree; Masters and seven (7) years or more experience; PhD or JD and four (4) years or more experience.
- Active TS/SCI Clearance
- Experience with Navy Systems.
- Experienced in Security Control Assessor (SCA), Risk Management Framework (RMF) and Assessment & Authorization (A&A).
- Experience in the following policies: NIST, DoD, DHA, DON, FISMA, OMB, FIPS, CNSS.
- Working experience with ACAS scan analysis, STIG CKLs,
- Ability to work with and build relationships with a variety of stakeholders; government technical representatives, and other supporting contractors; excellent written and oral communications; ability to work independently or in a team collaborative environment; ability to brief senior government personnel.
