Job Description
- SAIC is seeking an RF Systems Engineer responsible for the research, design, development, test and evaluation of RF systems supporting military satellite communications and commercial satellite systems, subsystems and equipment, as they relate to DoD Enterprise Satellite Communications (SATCOM) Gateway Facilities.
- A Gateway Facility is defined as a communications facility that provides access to the Department of Defense Information Network (DoDIN) via satellite.
- Work will include modeling and analysis of RF SATCOM Systems to predict system performance, configuring of RF test equipment in the lab and in the field to measure and verify system performance.
- The candidate should be highly skilled in implementing high fidelity RF system models using Matlab.
- Experience with DoD SATCOM system architectures is desired.
- Professional experience should include successful planning, coordinating and executing RF system development projects as part of a diverse team of engineers and technicians to achieve RF system operational goals for defense applications.

This effort will require the engineer to preform technical evaluations, develop technical reports and develop test plans for current and potential issues
Satellite transmission systems include:
- Military satellite systems include the Defense Satellite Communications System (DSCS), Wideband Global SATCOM (WGS) and Ka-Band Satellite Transmit and Receive System (KaSTARS)
- Commercial satellite systems can include the C-, Ku or Ka- bands.
- Ultra High Frequency (UHF), Extremely High Frequency (EHF), and Advanced EHF (AEHF) in military and commercial bands

Qualifications:
Required Education / Experience / Skills:
- Bachelor of Science degree in electrical, computer, or electronics engineering (or closely related curriculum) from an ABET accredited institution. Additional experience may be considered in lieu of a degree.

Minimum of 10 years of engineering experience in IF/RF SATCOM Systems and a basic understanding of digital baseband and facility AC systems:

Radio Frequency (RF) System.
- Develop high fidelity mathematical models of the RF system using MATLAB with Simulink and the MathWorks RF Budget Analyzer application to accurately predict system performance.
- Modulation and demodulation of digital signals for transmission over satellite communication systems. Waveform types include: M-ARY phase shift keying, and forward error correction coding (Turbo, convolutional and Reed Solomon). Apply Modem manufacturer specifications to system designs. Evaluate transmission error rate performance under channel conditions characterized by: noise (AWGN and noise-bursts), signal fading, amplitude and phase distortion.
- RF Transmission Systems. Design and evaluate RF communication systems. Design efforts include the identification and configuration of transmit and receive equipment strings including: IF signal combining and dividing, switching, amplification, frequency conversion, band-stop and band-pass filters, high power amplifier transmitter and low noise amplifier receiver, circular and rectangular waveguide components, parabolic antennas and antenna feed components. Perform cascade analysis of equipment and equipment strings to predict signal, noise and distortion levels at various points in the signal path, identify device and system linear dynamic range and input damage levels.
- RF Testing. Familiar with S parameter measurements of 2-port networks. Capable of designing and implementing tests to measure device and system: insertion loss, gain, VSWR, isolation, noise and noise-figure, 2nd and 3rd order intermodulation distortions. Familiar with the operation of signal generators, power meters, spectrum and signal analyzers, scalar and network analyzers, and noise sources.  Perform link budget calculations. Calculate effective isotropic radiated power based on antenna feed power and antenna gain, calculate propagation loss due to spreading and incident flux density at the receive antenna, calculate receive system gain/temperature.
- Provide a sample of your engineering notebook which demonstrates work on RF systems.
- Ability to work cooperatively in a team environment and to work under pressure.

Facility AC Power Systems
- Basic understanding of facility AC power systems. Capable of calculating and measuring single and three-phase voltage, amperage, Watts and Volt- Amps, power factor, voltage and current harmonic distortion. Understanding of safety and signal grounding techniques and lightning protection systems

Digital Baseband Systems
- Basic understanding of frequency division multiple access (FDMA), time division multiple access (TDMA) and code division multiple access (CDMA) satellite channel multiplex techniques. Familiar with modulation error measurements. Familiar with serial RS530 and Ethernet baseband interfaces.

Desired Experience / Skills:

Engineering experience in any of the information technologies listed below are desired:

Internet Protocol (IP) Systems.
- Experience with basic IP systems and components, to include but not be limited to: Cisco and Juniper IP routers and Ethernet switches; Voice over IP (VoIP); Circuit to Packet (CTP); Multiprotocol Label Switching (MPLS); and IP satellite modems. Knowledgeable of IP transmission over geosynchronous satellite channels, throughput issues; router and switch serial and Ethernet interface configurations;

Time Division Multiple Access (TDMA) Systems.
- Experience with network control functions (to include hub and mesh architectures); the effects of Doppler and satellite delay on TDMA transmissions and layer-2 encapsulation techniques.

Baseband Systems.
- Experience with TDMA modems, Frequency Division Multiple Access (FDMA) modems, IP transmission over FDMA modems, time division multiplexers (to include DS1, DS3 and SONET). Capable of identifying software and hardware configurations to optimize system performance under various operating conditions and providing expertise in end to end troubleshooting of both test and operational missions. o Encryption Systems. Experience with serial and IP encryption devices and algorithms, Suite A and Suite B cryptography, encryption types (e.g., Type 1, Type 3), and authentication and rekeying methods. Knowledgeable of the differences between Transmission Security (TRANSEC) and Communications Security (COMSEC) and the distinct applications of each.

Fiber Optic Systems.
- Experience with the evaluation and design of fiber optic systems in support of both analog and digital requirements. Having a thorough understanding of the interoperability of electrical interfaces, clocking modes and maintenance of bit count integrity for digital systems and of system gain, noise figure, intermodulation distortion and maximum linear output level for analog systems.

Timing and Synchronization.
- Experience with the design of timing and synchronization systems to include various atomic timing standards and global positioning system (GPS) derived timing. Having a thorough understanding of jitter and drift and their impact on communications systems and have the ability to troubleshoot timing problems in complex systems.
Travel: 25-50% both CONUS and OCONUS

Security Clearance:
- US Citizen with a Secret security clearance with the ability to obtain a TS-SCI security clearance within 6 months of hire
