    First area of consideration (AOC) will be given to AFGE (permanent employees), Leavenworth, KS (including current CMOP, National Cemetery Admin & current Veterans Canteen Service employees on a permanent appointment for 90 days or more). Second AOC will be given to any add'l permanent employees of EKHCS. Third AOC will be status eligibles to include special appointing authorities.

    Work Schedule: All shifts to include rotating weekends & holidays.

    Responsibilities

    Major duties include, but are not limited to, the following:
    • Performing routine venipuncture specimen collections from inpatients, outpatients and ambulatory patients.
    • Performing phlebotomy using approved methodology for sample collection.
    • Preparing specimens for analysis and insuring that the physiological state of the specimen properties is maintained.
    • Preparing samples for the reference laboratory.
    • Follows the laboratory procedures for collecting specimens in the appropriate container and maintains specimen under appropriate conditions.
    • Follows guidelines for collecting timed specimens at the appropriate times to insure specimen viability.
    • Instructs patient in the collection of urine for chain of custody (legal) urine drug screens and processes specimen and paperwork properly.
    • Cleaning and restocking blood collection room and areas where collections trays and equipment are stored.
    • Answers incoming calls for the laboratory service.
    • Quickly finds and relays accurate information or refers the caller to technical personnel.

    Qualifications
    To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/14/2019.

    You may qualify based on your experience and/or education as described below:
    • Specialized Experience: You must possess six (6) months of general experience and six (6) months of specialized experience. General experience is any type of work that demonstrates the ability to perform the work of the position, or that provided a familiarity with the subject matter or processes of the broad subject area of the occupation. Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Examples of specialized experience for this position may include the following: technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking), preparing reports of findings, or technical support work in a closely related field (e.g., biological laboratory technician work) that required application of the methods and techniques for the position to be filled.
      OR,
    • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed (a) an associate-degree course of study of which the 2nd year of the 2-year program included successful completion of a training course of approximately a year's duration in a certified laboratory assistant school approved by a nationally recognized accrediting agency; OR (b) 1 year of study that included 6 semester hours in chemistry and/or the biological sciences, plus successful completion of the training course as described in (a) above for GS-3; OR (c) 2 years of study that included at least 12 semester hours of chemistry and/or biological science course work that must have been directly related to the specialization of the position to be filled. OR,
    • Combination: Combination of education and experience that is sufficient to qualify at the GS-4 level. [Note: When combining experience and education, remember that any general experience in excess of six months cannot be used to qualify for this position. To combine education and experience, first determine how much of the qualifying experience or education you have. When combining education, you must have the same percentage of hours in related courses as you have education. For example, if you have half the education needed to substitute, you also need to have half the related courses required to substitute. Add the percentages together and if the total is 100% or more, then the combined education and experience is qualifying for the position.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

    Physical Requirements: A physical examination is required prior to appointment. Physical demands may involve lifting, prolong periods of standing, foot travel, bending at the waist, walking, pushing, reaching or sitting at a computer terminal for short periods of time and occasional lifting, the incumbent must have digital dexterity and adequate vision to perform safe venipuncture procedure. The incumbent must fully utilize all safety practice and equipment provided by the medical center, and in compliance with local and accrediting agency.
