    About the Position: Serve as Project Manager and Forward Team Liaison Officer responsible for planing, scope, development, and execution of ordnance support, environmental, or facility inspection and repair projects located in Afghanistan, Iraq, Kuwait, Jordan, and other locations worldwide. Lead multi-discipline teams; integrate customer requirements into a comprehensive management plan; control project budgets and schedules; manage contract acquisitions and administer contracts serving as Contracting Officer's Representative.
    • This is a standing register for multiple vacancies within the United States Army Corps of Engineering Support Center, Huntsville. The initial cut-off date for referral consideration is 14 MAY 2018. Afterward, referrals will be pulled as vacancies occur. You are responsible for ensuring that all required documents are in your application package at the time of submission.
    • This is a deployable position. The incumbent must be mobile and is subject to worldwide assignments in support of military contingency operations or other overseas crises. Failure to deploy when designated may result in separation from Federal service.
    • Locations for deployment include the countries of Afghanistan, Iraq, Jordan, Kuwait, United Arab Emirates (UAE), Bahrain, and Qatar and other locations as assigned.
    This position is a TERM position. It is a time limited position and may be extended up to a maximum of six years. This position may be converted to a permanent, career or career-conditional appointment without further competition as long as all requirements are met. To be eligible for conversion, employee must complete at least 2 years of current continuous service under a term appointment in the competitive service AND employee must have a current performance rating under such term appointment of at least fully successful or equivalent.

    Positions may be filled as a temporary promotion or temporary reassignment NTE 13 months by a current permanent Army employee. Temporary promotions or reassignments may be extended up to a maximum of five years, and may be made permanent without further competition.

    Positions may be filled as a term appointment NTE 13 months, if the candidate is NOT a current permanent Army employee. Term appointments may be extended up toa maximum of six years.

    Responsibilities
    • Serve as Contracting Officer's representative for projects involving ordnance and explosives projects.
    • Lead multi-discipline teams to include: coordinating planning, designing, cost-engineering, executing and closing-out of ordnance support, environmental, or facility inspection and repair projects.
    • Prepare and execute project scopes of work, schedules, budgets, man-power, risk management, and quality assurance plans involving ordnance and environmental cleanup projects and other contingency basing projects.
    • Represent the Huntsville Corps of Engineering Commander serving as the Center's primary point of contact with the customer, various military commands, and other stakeholders.

    76% or greater - You will be expected to travel for this position up to 90% of the time to Afghanistan, Kuwait, Jordan, Iraq, and other CENTCOM locations.

    • If selectee has family members overseas, they will be evacuated from the crisis zone with the same priority as other DoD-sponsored evacuees.
    • Members of Ready Reserve MUST be released from reserve status to go into emergency essential positions.

    In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.     Specialized Experience: One year of specialized experience which includes administering and managing ordnance and environmental cleanup projects and other contingency basing projects to include project scoping, scheduling, budgeting, earned value analysis, and risk management; serving as Contracting Officer's Representative and administering government contracts; leading multi discipline technical and contracting teams; interacting directly with military customers to assess their requirements and report on mission progress; preparing and delivering written and oral communications to customers and senior military leaders on progress of ordnance disposal missions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

    Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
