    About the Position: You will serve as a legal advisor for the Major Procurement Fraud Unit (MPFU) and the Field Investigative Unit (FIU), United States Army Criminal Investigation Command (USACIDC). You will provide advice to MPFU and FIU on all administrative and criminal law issues affecting the units. You will be responsible for providing advice on all matters regarding ethics, fiscal law, contracting, administrative, investigations, and civil and criminal law.

    Responsibilities
    • Responsible for a variety of complex administrative law issues arising within the units, providing legal opinions on a wide variety of administrative and civil law matters.
    • Coordinate litigations hold requests and other actions required in support of litigation involving Army interests or involvement.
    • Apply pertinent Federal statutes, DoD instructions, decisions of the Comptroller General, the Court of Claims, Federal and State Courts, administrative agencies and available regulations and directives in the area of contract fraud investigations.
    • Conduct legal research in this area using federal law, agency directives, regulations, judicial and administrative opinions, and other research material.
    • Provide legal instruction and classes to criminal investigators on a wide variety of legal subjects, including the proper handling of classified material with respect to criminal and administrative investigations.
    • Responsible for application of the Uniform Code of Military Justice (UCMJ), Federal statutes, and national security law.
    • Perform other duties as assigned.

    Qualifications

    In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.     Applicants will be evaluated to determine if they meet the minimum qualification requirements and on the extent to which their application shows possession of the following knowledge, skills and abilities (KSAs) associated with the position. KSAs:

    1. Knowledge of and experience with Federal statutes (18 USC and well as 10 USC provisions), regulations, judicial and administrative decisions, Executive Orders and Department of Defense and Army directives and instructions.

    2. Knowledge of and experience with Federal criminal investigative procedures such as Federal search, seizure and arrest; military search, seizure and apprehension authorizations; and procedures for collecting, safeguarding, and presenting evidence at trial.

    3. Knowledge of and experience with Federal criminal and civil practice, such as drafting legal process for US Federal District Courts, compliance with Federal Rules of Evidence and the Federal Rules of Procedure, UCMJ and Manual for Courts-Martial procedures, classified security procedures, procedures for obtaining of evidence in foreign countries, and Privacy Act and Freedom of Information Act requirements for sharing of criminal investigative information.

    4. Knowledge and experience in all aspects of administrative law including but not limited to investigations, commander's inquiries, release of information requests, requests for agent testimony, use of appropriated funds, motor vehicle use, ethics, and labor and employment law.

    5. Knowledge, experience and ability to analyze highly complex facts ans scenarios which involve Procurement Fraud.

    6. Ability, knowledge and skills to mentor and lead other counsel, provide legal advice and guidance to organization leadership and staff on a variety of topics in addition to procurement fraud, such as ethics requirements, administrative investigations and other actions requiring legal review.

    7. Ability to communicate orally and in writing.

    Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13) within 30 days of the closing of this announcement, or previously served at the same grade or higher at the position being filled.

    Education
    The following minimum qualification requirements must be met before applicants are eligible for further consideration.
    Education: An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
    Bar membership: Applicant must currently be a member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.
    Experience: Applicant must have three or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience.
