    The VA Northeast Ohio Healthcare System is recruiting for a Medical Record Technician (Coder) Auditor. The Medical Record Technician (Coder) Auditor will function in Health Information Management in Patient Care Administrative Service.

    Responsibilities

    • Applying comprehensive knowledge of medical terminology, anatomy & physiology, disease processes, treatment modalities, diagnostic tests, medications, procedures as well as the principles and practices of health services and the organizational structure to ensure proper code selection.
    • Selecting and assigns codes from the current version of several coding systems to include current versions of the International Classification of Diseases (ICD), Current Procedural Terminology (CPT), and/or Healthcare Common Procedure Coding System (HCPCS).
    • Adhering to accepted coding practices, guidelines and conventions when choosing the most appropriate diagnosis, operation, procedure, ancillary, or Evaluation and Management code to ensure ethical, accurate, and complete coding.
    • Applying codes based on guidelines specific to certain diagnoses, procedures, and other criteria (in inpatient and outpatient settings) used to classify patients under the Veterans Equitable Resource Allocation (VERA) program.
    • Monitoring regulatory and policy requirements affecting coded information for the full spectrum of services provided by the Medical Center.
    • Assisting facility staff with documentation requirements to completely and accurately reflect the patient care provided; provides technical support in the areas of regulations and policy, coding requirements, resident supervision, reimbursement, workload, accepted nomenclature, and proper sequencing.
    • Consulting with the professional staff for clarification of conflicting or ambiguous clinical data.
    • Searching the patient record to find documentation justifying code assignment based on an expanded knowledge of the organization and structure of the patient health record.
    • Using a variety of window based applications, such as Microsoft Outlook, Word, Excel, and Access.
    • Using health record applications including encoder product suite.

    Qualifications
    This is an open continuous announcement. The initial cut-off date is 9/26/2018. All eligible applications received by 9/26/2018 will be reviewed and referred. Future cut-off dates will occur on: 10/26/2018, 11/26/2018, 12/21/2018, 1/25/2019, and 3/11/2019.

    Basic Requirements:
    • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
    • Experience and Education: (1) Experience. One year of experience that indicates knowledge of medical terminology and general understanding of the health record. Six months of the required one year of experience must have provided the knowledge, skills and abilities (KSAs) needed to perform MRT work. OR, (2) Education. Two years above high school with a minimum of 12 semester hours directly related to MRT work (e.g., courses in medical terminology, anatomy & physiology, and introduction to health records). OR, (3) Experience/Education Combination. Equivalent combinations of experience and education are qualifying. The following educational/training substitutions are appropriate for combining education and experience: (a) Six months of experience that indicates knowledge of medical terminology and general understanding of the health record and one year above high school with a minimum of 6 semester hours of health information technology courses. (b) Successful completion of a course for medical technicians, hospital corpsmen, medical service specialists, or hospital training obtained in a training program given by the Armed Forces or the U.S. Maritime Service under close medical and professional supervision may be substituted on a month-for-month basis for up to six months of experience provided the training program included courses in anatomy, physiology, and medical record techniques and procedures.     Preferred Experience:
    • 4 years or more of experience in inpatient and outpatient coding.
    • American Health Information Management Association (AHIMA) certification as CCA®, CCS®, CCS-P®, RHIA®, RHIT®, or specialty coding certification.
    • AAPC Certification as CPC®, CIC®, COC®, CRC®, or CPC-P® or specialty coding certification.

    Grade Determinations:
    • Specialized Experience: You must possess one year of specialized experience equivalent to the GS-8 level in the Federal service. Specialized experience is defined as experience which equipped you with the particular knowledge, skills, and abilities required to perform successfully the duties of the Medical Record Technician (Coder) Auditor, and that is typically in or related to the work of the position. Examples of specialized experience include: Performing reviews of coded accounts to determine correct usage of diagnostic and procedural coding for appropriate diagnosis-related group (DRG) assignment; applying and adhering to all hospital coding guidelines as well as external regulations; conducting research to resolve complex coding issues (analytical reporting and communication); identifying anomalous coding practices; summarizing audit findings and preparing statistical reports; reviewing and responding to internal and external coding audits; interpreting and applying technical knowledge of new coding and DRG guidelines and regulations; and completing ambulatory procedures and outpatient coding.
    Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the you must also demonstrate the following KSAs:
    • Knowledge of the applicable regulatory guidelines and requirements for current coding conventions.
    • Knowledge of coding classification systems.
    • Ability to review coded data and supporting documentation to identify adherence to applicable standards, coding conventions, and documentation requirements.
    • Ability to format and present results and provide guidance to improve accuracy.
