    Responsibilities

    This position includes: The incumbent at this level has full supervisory responsibility in a Complexity Index group 1a laboratory. Provides guidance and serves as an authority and subject matter expert in Hematology, Coagulation, Special Hematology and Flow cytometry sections, including research, agency policies, new techniques and procedures. Supervises a large staff of non-supervisory personnel including GS-9, GS-7 and at least one GS-10 Medical Technologist (MT). Performs supervisory functions 80% of their time and Medical Technologist/CLS full performance duties 20% of the time. Recommends appointment, plans and assigns work, gives advice and counsel and evaluates work of subordinates. Is responsible for monitoring test analyses and specimen examinations to ensure acceptable levels of performance. Assures corrective action is initiated. Verifies orientation, training and competency assessment of assigned staff. The incumbent develops guidelines, staffing benchmarks, forecasting analyses, assesses laboratory effectiveness. Develops and updates technical policy and procedure manuals; establishes and maintains quality assurance and performance improvement programs; manages regulatory affairs and compliance. Performs all aspects of hematology testing with a special emphasis on cytomorphologic evaluation of blood, bone marrow and body fluid smears and flow cytometry. Support the Administrative Officer/Laboratory Manager by serving as alternate COR for all Hematology, Flow Cytometry and Coagulation equipment cost per test contracts. Maintains the staff abreast in changes in Hematology and Coagulation equipment, policies and procedures, equipment correlation and equipment, policy and procedures standardization.     Qualifications
    Basic Requirements:
    • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
    • English Language Proficiency: Medical Technologist must be proficient in spoken and written English
    Education and/or Experience Combination:

    1) A bachelor's degree or higher from an accredited college or university in medical laboratory science, medical technology, clinical laboratory science or in a related science (e.g., laboratory sciences such as chemistry, biochemistry, biology, microbiology, immunology, etc.) AND completion of a medical technology clinical practice program. Clinical practice programs completed after 1974 must have been accredited by the National Accrediting Agency for Clinical Laboratory Sciences (NAACLS), Commission on Accreditation of Allied Health Education Programs (CAAHEP, formerly CAHEA), or the Accrediting Bureau of Health Education Schools (ABHES). The professional curriculum may have consisted of a post-baccalaureate certificate program or be integrated into a four-year program of study that culminated in a baccalaureate degree. TRANSCRIPTS REQUIRED

    (2) A bachelor's degree from an accredited college/university, including 16 semester hours of biological science (with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics AND two years of post-certification clinical laboratory experience (e.g., blood banking, chemistry, hematology, microbiology, immunology, clinical microscopy, etc.) within the last ten years as a certified Medical Laboratory Technologist by the American Society for Clinical Pathology Board of Certification (ASCP-BOC), American Society of Clinical Pathology Board of Registry (ASCP-BOR) or American Medical Technologists (AMT). This experience must include performing moderate and/or high complexity testing in blood banking, chemistry, hematology, microbiology immunology and clinical microscopy (or categorical experience which matches categorical certification) in a clinical laboratory. TRANSCRIPTS REQUIRED -OR-,

    (3) A bachelor's degree from an accredited college/university, including 16 semester hours of biological with one course in microbiology), 16 semester hours of chemistry (with one course in organic or biochemistry) and one course in mathematics AND five years of clinical laboratory experience within the last ten years performing moderate and/or high complexity testing in blood banking, chemistry, hematology, microbiology, immunology and clinical microscopy (or categorical experience which matches certification) in a clinical laboratory. TRANSCRIPTS REQUIRED

    Certification: Candidates must have either (1) or (2) below (Copy of certification Required):

    (1) Candidates must currently possess medical technologist (MT), medical laboratory scientists (MLS) or clinical laboratory scientist (CLS) given by the American Society of Clinical Pathology Board of Registry (ASCP-BOR), the American Society of Clinical Pathology Board of Registry (ASCP-BOR), or American Medical Technologist (AMT).

    (2) For positions up to the full performance level, candidates must currently possess the categorical or specialist technologist level certification from the certification agencies listed above, such as, but not limited to, chemistry (C/SC), hematology (H/SH), microbiology (M/SM), molecular biology (MB/SMB) and blood bank (BB/SBB). Technologists with categorical or specialist certifications may only perform duties within the area of the laboratory specific to their categorical certification (e.g., an individual with a chemistry (C) certification can only perform duties in chemistry).

    Preferred Experience: Must be certified MT (ASCP) or MLS (ASCP) certification and B.S. degree in Medical Technology or Medical Laboratory Science. Extensive working knowledge of general laboratory operations, and more than 5 years of practical experience assisting with training exempts and bargaining-unit personnel and in managing QA/QC programs in complex laboratory settings with workloads of over one million tests per year.

    Grade Determinations: To qualify for the GS-11 applicant must have one (1) year of creditable equivalent to the net lower grade level, which is directly related to the position to be filled OR have Ph.D. degree or 2 academic years of progressively higher-level graduate education in medical technology or directly related field.

    Physical Requirements: Lift up to 44 lbs., carrying up to 15lbs, pulling, pushing, use of fingers, both hands required, walking up to 2 hours, standing up to 8 hours, bending, both legs required, ability for rapid mental and muscular coordination simultaneously, correctable near vision, cannot be color blind, depth perception, hearing (aid permitted), must be able to don personal protective equipment.

    Supervisory Probation: A one-year probationary period is required of all newly appointed supervisors in accordance with Section 3321 of Title 5 USC, as amended. Failure to meet written performance requirements will necessitate removal from this position to a position of no lower grade and pay than that held prior to entry except for those individuals who change to lower grade to accept the position
