    THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

    This National Guard position is for a ADMINISTRATIVE ASSISTANT, Position Description Number T5901000 and is part of the IL 183 FW, National Guard.

    Responsibilities

    As a ADMINISTRATIVE ASSISTANT, GS-0303-7, you will:
    • Provide technical and administrative assistance for programs within the Air Commander's area of responsibility.
    • Assist in managing an Internal Management Control Program (IMPC)
    • Gather and organize IMPC materials and establish suspense system.
    • Coach mangers, identify trends, and develop analysis tools using data from reports.
    • Draft reports for supervisor's approval and submission to higher authorities..
    • Assist superiors with planning and coordinating of inspection program.
    • Assist in the development of inspection schedules and areas of inspection through analysis of prior inspection reports.
    • Oversee the Officer Evaluation Program.
    • Assist in the development of policy letters, which may require researching applicable directive from higher authority.
    • Coordinate draft policy with other staff directorates prior to submission for final review and approval.
    • Support office personnel in their computer needs by answering routine questions and bringing issues and problems to the attention of Information Management personnel.
    • Installs or requests assistance to install and configure application software to run on stand-alone computers or networked systems.
    • Request installation and maintenance of microcomputers, printers, and peripheral equipment.
    • Perform limited maintenance and troubleshooting to resolve hardware problems.
    • Brief new personnel on computer operations and perform demonstrations as required.
    • Maintain and administers multiple support budgets for the Air Commander's office.
    • Receive, input, monitor, and record all expenditures.
    • Reconcile and audit accounts.
    • Resolve problems, issues, and conflicts within the budgets.
    • Prepare, publish, distribute, and track civilian and military travel orders, annual training, and special training orders.
    • Maintain personal contact with functional managers to discuss administrative practices and services, provide technical advice,and recommend methods and procedures.
    • Advise other administrative personnel of the latest directives regarding administrative procedures.
    • Review incoming correspondence, publications, regulations, and directives.
    • Determine distribution and routing of incoming correspondence.
    • Prepare and review outgoing correspondence for proper format, policy, and procedural adherence.
    • Provide for control of classified documents.

    ***This is an indefinite position, Tenure 3, with a time limit determined by the needs of the agency. Any permanent/conditional military technician who is selected for this position will convert to Tenure 3. The selectee will receive the same benefits and entitlements as the Tenure 1 employee, but will be considered Tenure 3 for purposes of reduction in force. If a permanent resource becomes available, incumbent may be converted to a permanent appointment without competition. Federal employment suitability as determined by a background investigation.

    In the event a permanent employee is accepted for this indefinite position, there will be a change in his/her tenure from permanent to indefinite.

    AREA OF CONSIDERATION: This position is in the Exceptive Service "under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)".
    • The FIRST area of consideration for this position will be all On-Board T5 & T32 Permanent and Excepted Indefinite Federal Employees/Technicians within the ILNG.
    • The SECOND area of consideration will be all On-Board T32 Excepted Technicians within the ILNG.
    • The THIRD area of consideration will be current Army M-Day & Air DSG within ILNG membership.
    • The FOURTH area of consideration will be all current Federal Employees (from any agency).
    • The FIFTH area of consideration will be all Federal re-employable eligibles.
    • The SIXTH area of consideration will be Applicants willing to become T32 DS Technicians and gain ILNG membership.
    • The SEVENTH area of consideration will be U.S. Citizens.

    Tenure 1, 2 and 3 federal employees/technicians (T32 and T5) within the agency. Tenure can be located in block 24 on your latest SF 50.

    Qualifications
    GENERAL EXPERIENCE : To qualify for this position, your resume must reflect sufficient experience and/or education to perform the duties of the position for which you are applying.     Time-In-Grade Requirement:

    Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement.

    SPECIALIZED EXPERIENCE : You must have one year of specialized experience equivalent to at least the next lower grade, GS-06, in the normal line of progression for the occupation, Administrative Assistant, in the organization. Examples of specialized experience would typically include, but are not limited to: providing technical and administrative assistance for programs within an organization; gathering and organizing material; drafting reports for approval by superiors; developing policy letters; answering routine questions and bringing issues and problems to the attention of the appropriate personnel; installing or requesting assistance with the installation and configuring of application software; performing limited maintenance and troubleshooting to resolve computer hardware problems; and preparing and reviewing various types of correspondence, directives, and regulations. This definition of specialized experience is typical of work performed at the GS-06 grade/level position or equivalent in the federal service.
