    This position is located in the Maintenance Division, Saint Lawrence Seaway Development Corporation, Massena, NY .

    Massena is one of the most northern geographical towns in New York State and is located on the St. Lawrence River bordering Canada. In less than 2 hours you can travel to Montreal, Quebec or Ottawa, Ontario.

    This position is established to operate and maintain all cranes, and a variety of engineering and construction equipment. Equipment operated will include, but is not limited to, cranes, trucks with permitted loads, tractor trailer, tractors, backhoes, air compressors, front end loaders, road graders, bulldozers, etc. May be assigned to Marine Services for buoy runs. Operates floating gatelifter.

    This announcement is to establish one (1) register that may be used to fill vacancies for a period of 10 months. Types of appointments filled may include:

    (A) Full time Permanent positions; OR

    (B) Full time Term positions Not-to-Exceed 13 months, with extension options up to 4 years from the date of the initial term appointment; OR

    (C) Full time Temporary positions for a specified period not to exceed 1 year, with a maximum extension of up to 1 additional year.

    (A term or temporary promotion does not confer status eligibility for hire or promotion into any other Federal position.)

    PLEASE NOTE: As part of the assessment process applicants will be required to come to Massena, NY to perform a Crane Operator hands-on test. Your score on this part of the assessment will be combined with the score from the on-line test to determine whether your application will be referred to management.

If you are required to perform the test and then selected for an interview you are responsible for all costs involved with traveling to Massena, NY.     The Crane Operator:

    • Operates all hydraulic cranes with various attachments to lift equipment, personnel and material at or near crane capacity. Accuracy is critical and worksites restrict maneuverability requiring extreme boom lengths and angles.
    • Operates all conventional cable cranes where placement of crane, maneuverability, boom angles and accuracy are critical.
    • Operates crane on buoy barge to place and remove buoys; and to pick other equipment, personnel and material as required within the capacity of the crane.
    • Operates floating gatelifter, including all boom and ballast controls; and during special lifts of other loads within the design parameters of the gatelifter.
    • Determines and selects the equipment and attachments appropriate to the job at hand. Positions cranes. Changes and/or directs changing of boom segments and rigging.
    • Performs daily inspection and maintenance on equipment; reports all major maintenance or possible safety problems and makes repairs when necessary. Overhauls or rebuilds systems or components such as diesel or gas engines, automatic/manual transmissions, heavy duty drive line systems, and fuel, pneumatic, hydraulic, and mechanical systems and controls. Performs cutting, welding and fabrication necessary for equipment repair.
    • Operates fifth wheel or tractor trailer type vehicle and single body type trucks of varying capacities to haul materials/equipment including hazardous materials such as petroleum products.
    • Loads material with equipment such as front-end loader, backhoe, crane, etc., ensuring proper load distribution.
    • Maintains all necessary records/reports in conformance with SLSDC, Federal, State and local regulations.

    • PHYSICAL EXAM REQUIRED: You will be required to successfully complete a physical exam and a functional capacity test, at the expense of the Saint Lawrence Seaway, before being placed in the position.
    • FEDERAL DRUG & ALCOHOL TESTING FOR CDL POSITIONS: This position is a Drug Testing Designated Position (TDP) and CDL drivers are subject to pre-employment, reasonable suspicion, random, return-to-duty, follow-up and post-accident testing for illegal drug and alcohol use.
    • PHYSICAL EFFORT FOR ESSENTIAL FUNCTIONS: Work requires frequent bending, reaching, stretching, climbing, crouching, turning and moving of hands, arms, feet, and legs. Good hand, foot and eye coordination is required. Strain may be caused by vibration of equipment and jerking and jolting from operating in strained positions, and making continual control changes to maneuver the crane around obstructions. May be required to lift up to 50 pounds, and often puts forth similar effort in pushing, pulling, turning, and positioning items. Lifts and moves heavier items with the assistance of other workers and/or lifting devices.
    • WORKING CONDITIONS FOR ESSENTIAL FUNCTIONS: Work is performed indoors or outside in all types of weather, in open/enclosed drivers seats or cabs, on land or water. Is exposed to noise, vibration, dust, oil, dirt, and fumes. May be subject to hazards causing cuts, burns, shocks, bruises, broken bones, drowning, etc. The equipment, tools, and tasks involved with this position require the employee to constantly apply safe work methods and special care to avoid injuries to self and other workers.
    • TEMPORARY APPOINTMENT: Temporary employees may only be employed/paid for up to 1039 hours during a 12 month period.
    • TERM APPOINTMENT: Exceeding 1 year and lasting no more than 4 years.
    • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).

    Qualifications for the position are based on the training, experience, or other requirements that determine which applicants would be able to perform satisfactorily in the position to be filled.

    NOTE: The score from the hands-on test will be combined with the score from the on-line questions to determine whether your application will be referred to management.

    To qualify at the WG-11 level, you need to have industrial and construction experience operating cranes up to 150 ton capacity.
