Responsibilities

The Aerospace Corporation’s Communication Architectures Department performs trade studies, analyses, and simulations to optimize the overall communications performance of terrestrial, satellite, launch vehicle, and ground based systems. We are seeking a Spectrum Policy Analyst that can work in both satellite and terrestrial communication systems. Our spectrum management team analyzes all aspects of national spectrum policy for impacts to our customers, performs technical studies for spectrum sharing and coordination activities, and develops strategies to improve federal spectrum access and use. Our multidisciplinary staff defines the architectures to ensure cutting edge, state of the art high performance communications and coordinates the activities of related engineering specialties to ensure mission objectives are achieved. ***This position can be supported from the Aerospace location in El Segundo, CA Chantilly, VA or Colorado Springs, CO***

 

Key Functions

  • Provide space and spectrum management expertise for planning and development of policy regarding spectrum allocation and usage
  • Perform radio frequency interference analysis and modeling between communication systems to promote spectrum sharing and mitigate spectrum contention issues
  • Coordinate and resolve spectrum issues between customers, regulatory agencies and with other external related agencies
  • Provide systems engineering expertise for space and terrestrial communication architectures
  • Assess the performance of satellite and ground systems and communications links
  • Provide analyses and evaluations of national and international space policy activities
  • Survey and identify trends in spectrum usage and develop new communication architectures and concepts
  • Present technical and project status briefings to management and customers
  • Provide technical leadership and mentorship to less experienced staff
  • Travel to customer facilities

 

Qualifications

Required.

  • Degree from an accredited university in engineering or another related field
  • Minimum of 8 years relevant experience
  • Active, or able to acquire, Top Secret / Sensitive Compartmented Information (TS/SCI) clearance (US citizenship required)
  • Project development experience and ability to lead small teams of engineers
  • Fundamental familiarity with present-day issues of spectrum management
  • Ability to present results effectively in briefings and technical reports
  • Excellent organizational, as well as written and oral communication skills

 

Preferred

  • Master's Degree or Ph.D. in engineering or related field
  • Active Top Secret / Sensitive Compartmented Information (TS/SCI) clearance
  • Theoretical understanding of modern space and terrestrial (4G, 5G LTE) communications
  • Industry experience with terrestrial communications (4G, 5G LTE)
  • Experience with spectrum management

 

Required for Consideration as a Senior Engineering Specialist

  • Degree from an accredited university in engineering or another related field
  • Minimum of 12 years relevant experience
  • Active, or able to acquire, Top Secret / Sensitive Compartmented Information (TS/SCI) clearance (US citizenship required)
  • Proven project development and leadership experience to lead small teams of engineers
  • Proven analysis, problem-solving skills and tool development both independently and in a team setting
  • Recent experience with present-day issues of spectrum management
  • Demonstrated organizational, as well as written and oral, communication skills

 

Preferred for Senior Engineering Specialist

  • Master's Degree or Ph.D. in engineering or related field
  • Active Top Secret / Sensitive Compartmented Information (TS/SCI) clearance
  • Experience with spectrum management and spectrum management policy work that included DoD, IC, FAA or other related agencies
  • Knowledge of various government programs that include SMC, NRO and commercial satellite systems
  • New business development experience
  • Proven technical leadership
  • Theoretical understanding of modern space and terrestrial (4G, 5G LTE) communications
  • Experience with protected communications
