Description Summary

Retains and expands FEP membership by establishing relationships with federal employees, federal agencies (Health Benefit Officers [HBO]) and federal employee groups (unions, etc). Establish regular, continuous federal agency visits to provide member services as requested and needed. Balances requests with FEP business objectives and compliance requirements. Directs the annual open season effort including scheduling HBO visits, open season health fairs, and federal affiliated employee group meetings. Maintains compliance with FEP reporting requirements and participates on FEP advisory groups as invited or directed.

Accountabilities


  1. Develop, maintain, and enhance relationships with federal agencies and HBOs, and serve as the primary liaison to the agencies, to ensure maximum access to the various federal agency locations, employees and employee groups.

  2. Directs all open season activities including managing contracted staff, approving the schedule for health fairs and HBO seminars, and other administrative activities.

  3. Prepare presentations, and give presentations to the HBOs, employee retirement groups, and others as requested.

  4. Ability to resolve member issues by working with the member and various BCBSMN departments as needed (most often including customer service, claims, and health management).

  5. Create annual work plan to maintain ongoing relationships, build new relationships, and drive increased membership.

  6. Develop goals and strategies, positioning FEP as a partner and problem.

  7. Persuasively present the benefits of FEP products to HBOs, federal employees, and employee groups.


Requirements


  • Bachelor's degree with 3 years of customer service experience with health plan members, or 7 years of customer service experience with health plan members in lieu of a degree.

  • Ability to work independently including scheduling annual work plan, organizing sales activities, and set appropriate priorities.

  • Persuasive oral and written communication skills.

  • Ability to proactively identify and resolve problems.

  • Highly organized with a track record of delivering a high level of member service in a timely manner.

  • Effective computer skills and ability to use Microsoft products as well as knowledge of Apple devices and related applications.

  • Demonstrated relationships with internal BCBSM staff.

  • Currently possesses or will acquire a Minnesota insurance sales license within 90 days of starting the position.

  • Must be able to travel throughout Minnesota as well as to regular FEP meetings held throughout the United States.

  • Travel Approximately 10% overnight travel with extensive work day travel to federal agencies requiring driver's license and car.


Preferred Requirements


  • 2 years of demonstrated FEP product knowledge and awareness of major features of competing products

  • Health insurance sales experience, preferably in the Federal employee market
