Enterprise Data Architect


The ISD Enterprise Applications (EA) Sector is responsible for developing, implementing, and supporting the Laboratory business applications, business intelligence and reporting, and database platform services. EA also provides core applications supporting idea-to-R&D-product and related processes; applications span program management, planning, forecasting, budgeting, purchasing, contracts, security, facilities, etc. Additionally, EA manages the enterprise resource planning (ERP) systems, as well as provides organizational change support.

The Enterprise Data Architect data will be responsible for the logical design and information management strategies necessary to store, move and manage business data by applying existing, new and emerging techniques to learn, model, and translate business data needs into technical solutions. They must collaborate with both the business and IT solution architects to plan, develop and build a holistic view of the organization’s data architecture in support of the long-term business capability outcomes.   This individual will also participate in business solution assessments to drive alignment to the Laboratory overall digital enterprise transformation.

 

Primary Duties: 

Lead and Influence the Laboratory Enterprise Data Architecture

  • Understand the Laboratory business models and strategy and how to leverage technology to help the company realize its goals
  • Assess the Laboratory current state enterprise data model and provide recommendations for the creation and maintenance of the future state model to Laboratory CIO and various governance bodies.
  • Determine overall modeling standards, guidelines, best practices and modeling techniques.
  • Lead the creation of the enterprise data architecture by working collaboratively with key stakeholders across the Laboratory in the creation of conceptual, logical and physical data models.
  • Identify the data assets that are deemed significant to the enterprise, as determined by the business impact, decision impact, risk mitigation or organizational impact of the information.
  • Understand business processes, applications and how data is gathered; and tie to transactional data model.
  • Participate in data integration, business intelligence (BI) and enterprise information management programs by rationalizing data processing to support reuse.
  • Establish metrics for tracking, measuring and communicating the value of data architecture initiatives.
  • Understand industry and modern data architecture technology trends to effectively support and guide technology decisions.

 

Communications and Collaboration

  • Communicate the value of the enterprise data architecture to the Laboratory.
  • Communicate standards, guidelines, best practices and modeling techniques to data modeling staff at the Laboratory.
  • Develop a process and method for bi-lateral communications and collaboration with other technology solutions providers.
  • Identify and communicate the technical, organizational and financial impact of the enterprise data architecture.
  • Present internally and external to the Laboratory, the enterprise data architecture activities and progress.

 

Governance

  • Lead and facilitate the creation of data architecture governance, assurance and standards to guide enterprise architecture and technology decision making.
  • Ensure that data modeling practices and guidelines are followed.
  • Ensure that critical information assets modeled as part of any project are represented in the enterprise data architecture and follow the guidelines and requirements.
  • Establish data architecture documentation standards, process and system for upkeep.
  • Assisting with the governance activities associated with broader technology decisions.
  • Consult, guide and advise on solution implementations and modernization projects, particularly for new and/or disruptive solutions.

 

This position is under the general supervision of the Enterprise Applications Sector Manager. 

 

This position interacts frequently with the Business Transformation Office, Department and Division Leadership, and Vendors.

 

QUALIFICATIONS:

Required

  • Master's or Bachelor's degree in business, computer science, computer engineering, system analysis or a related field of study, or equivalent experience.
  • 12+ years in Information Systems Technology and/or Business Process Design.
  • 5+ years of experience in an enterprise data architectural role using modern frameworks to develop future state data architectures.
  • Ability to define the value of the data asset to the enterprise.
  • Knowledge of conceptual, logical and physical modeling, especially for rationalizing data objects.
  • Knowledge of information management practices, various architecture and frameworks, development life cycle management. Including familiarity with graphical modeling approaches, tools, models and components of a holistic enterprise data architecture.
  • Knowledge of business ecosystems, SaaS, IaaS, PaaS, SOA, APIs, open data, micro services, and analytics.
  • Self-starter with strong leadership skills.
  • Exceptional interpersonal skills, including teamwork, facilitation and negotiation.
  • Organizationally savvy, can understand the big picture, and knows how to navigate to build consensus among stakeholders and colleagues.
  • Ability to collaborate with other data architects to support common goals and approaches.
  • Ability to collaborate with business analysts and data stewards to assess if the model is fit for use.
  • Ability to understand and speak the language of “the business” and “information technology”.
  • Ability to work independently toward delivery of goals as well as collaborate on team efforts.
  • Ability to translate business needs into enterprise data architecture requirements, and identify and forecast future state data architecture alternatives.
  • Ability to rapidly comprehend new and emerging technologies, and potential implications to the enterprise data architecture.
  • Excellent analytical and technical skills.
  • Excellent written, verbal, communication and presentation skills.

 

Preferred

  • Certification in architecture framework, data modeling or data management.
  • Higher-Ed and/or Government experience.
  • Experience:Describe the minimum years of experience required to fulfill the requirements of this position.
  • Experience leading enterprise data and/or applications architecture initiatives.
  • 7+ years of experience in at least three disciplines, such as business, information, solution, technical or data architecture in an operational environment.
  • 3+ years of business experience in strategic and business planning.
  • 3+ years of experience working with organizations to implement future state architectures and/or solutions.

 

Ability to obtain and maintain a security clearance.
