    THIS IS A T32 EXCEPTED INDEFINITE POSITION

    Selectee may be non-competitively converted to permanent status if/when funding becomes available or position becomes unencumbered.

    The primary purpose of the BUDGET ANALYST, GS-0560-9, is to serve as the analyst and consultant for the management and administration of budget programs within the directorate/division. Serves as key coordination point for all budget requirements. This work requires knowledge and skill in the application of financial management, related laws, regulations, policies, acquisition, precedents, methods, and techniques of budget analysis and funds management.

    May make additional selections within 90 days of eligible(s) issuance.

    NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

    Compatible military grade and assignment is required. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership.     Must maintain appropriate level of security clearance.
    Must wear appropriate military uniform including required grooming standards.
    Must maintain a compatible military unit, grade and job assignment as required by current directives.
    Participation in direct deposit is mandatory.
    Must maintain proper financial certification level for this position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.

    Qualifications
    General Experience: All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.

    BUDGET ANALYST, GS-0560-9: Must have at least 12 months of finance budget experiences and competencies that provided knowledge of financial principles and procedures. Candidate must have a good understanding of the basic principles and concepts of the National Guard financial budget business program requirements. A candidate must have experiences and training that demonstrate the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures.

    Education
    Applicants who completed the Army or the Air Force Financial Technical School course and were awarded the applicable and compatible military skills, are considered minimally qualified for the GS-09 entry-level position.

    MILITARY MEMBERS WITH BONUSES: Upon acceptance of a military technician position military members who are currently receiving a military Reenlistment/Extension Bonus (REB) or GI Bill-SR Kicker may lose incentive eligibility and may be subject to termination or suspension of incentive (includes indefinite and temporary technicians on assignment for more than 180 days in any continuous 12-month period).
