    Responsibilities
    • Incumbent will provide administrative guidance and supervision in the area of finance and budget; personnel; supply and equipment acquisition; facilities management; and contract administration to ensure Federal directives are carried out.
    • Plans, organizes, coordinates, and controls the execution of the day-to-day supervision and administrative activities of the Agency.
    • Assists in the preparation of annual budgets.
    • Coordinates the budget preparation and consolidates, summarizes, and oversees the preparation of justification for the overall financial plan for approval by the Superintendent.
    • Monitors program expenditures to ensure fiscal management and accountability.
    • Coordinates record management for the Agency and ensures that proper storage is maintained and disposition is carried out in accordance to Federal standards.
    • Provides administrative direction to the personnel management program requirements and coordinates all personnel programs for the Agency.
    • Provides administrative guidance overall contracts and grants for the Agency.
    • Ensures the operation, maintenance, repair and upkeep of buildings, utilities, structure, and grounds are maintained in accordance with established policy

    Qualifications
    EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-0341).

    GS-11: 1 year of specialized experience equivalent to GS-9 grade level in the Federal service that work involving providing administrative and technical support to management on budget administration, human resources guidance, acquisition planning, property and supply management, records management, and general oversight and control of the administrative support activities. Assisted in the development of comprehensive administrative management plans to identify goals and objectives, administrative processes, deadlines and planning for resources/budget; researching and analyzing data for consistency with budget authority and constraints; providing weekly progress reports on projects; correspondence review and control; gathering financial data and reviewing obligations and costs; serving as a liaison between two offices or organizations including Human Resources; preparing documentation for personnel actions and initiating transactions in the Federal Processing Personnel System (FPPS) or similar automated personnel system; coordinating and preparing Agency responses to FOIA requests; preparing travel arrangements, authorizations and vouchers; and reviewing documents for correct grammar and format and finalize using software applications as electronic mail, desktop publishing, calendar, spreadsheet, database and graphics. These examples are not all inclusive (refer to the summary of duties for specialized experience). OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

    GS-09: 1 year of specialized experience equivalent to GS-9 grade level in the Federal service that work involving providing a full range of support in administrative support functions, such as preparing purchase documents; completing inventory reports; reconciling data for general ledger accounts; preparing reports to identify deadlines; assisting on the reporting and audit requirements of contracts and grants; serving as a HR liaison; correspondence control; gathering financial data for review and comparison; coordinating and tracking FOIA requests; making travel arrangements and preparing travel authorizations and vouchers; maintaining time and attendance reports; and finalizing documents using software applications as electronic mail, desktop publishing, calendar, spreadsheet, database and graphics. Assisting in the evaluation of operating procedures, administrative controls, and report systems to develop or improve work processes. These examples are not all inclusive (refer to the summary of duties for specialized experience). OR Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree (36 semester hours, 54 quarter hours or equivalent); or LL.B. or J.D., if related to this position.

If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

    If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education which shows the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
