JOB DESCRIPTION:
Mission Managers for the JPSS Ground Project oversee ground network and ground system operations, activities, and system enhancements required to support their assigned mission as part of the JPSS constellation of satellites. The main responsibilities include, but are not limited to:

- Serving as the JPSS Ground Project’s main interface for their assigned mission with the JPSS Flight Project, the JPSS Program Office, and the satellite Mission Readiness Team (for satellites currently in procurement) to coordinate schedules, and to prepare for major mission reviews, ensuring that major deadlines are met
- Communicating and coordinating actions, issues, and concerns pertaining to their assigned mission with JPSS Ground Project Integrated Process Team (IPT) Leads, with NOAA Office of Satellite and Product Operations (OSPO) management and team leads, and with JPSS Common Ground System (CGS) contractors
- Monitoring Giver/Receiver (G/R) needs, and identifying mission unique data required to support the ground system implementation
- Identifying and managing the resolution of JPSS Ground Project issues and risks pertaining to their assigned mission
- Coordinating plans and activities for their assigned mission with other NASA interfacing organizations (e.g., the Space Network for TDRSS support services, CARA, and the FDF) and with external data consumers, making recommendations to the Ground Project in support of externals requests/desires
- Participating in relevant Anomaly Response Team (ART)/Anomaly Review Meetings (ARMs)
- Serving as a mission knowledgeable source on all aspects of a given mission from end-to-end
- Reporting status and concerns for their assigned mission to JPSS Ground Project Management to keep them apprised of any and all significant developments
- Reviewing and approving technical and programmatic documentation for their assigned mission, tracking mission specific documentation (e.g., mission requirements, conception of operations, and data format control books) as required between the projects
- Supporting mission level reviews and meetings with various NASA, agency partners, other Government agencies, agency contractors, and customers
- Facilitating and participating in a variety of meetings

Qualifications:

TYPICAL EDUCATION AND EXPERIENCE:

- Bachelors and fourteen (14) years or more experience; Masters and twelve (12) years or more experience; PhD or JD and nine (9) years or more experience

CLEARANCE REQUIREMENT:

- Clearance Level Must Currently Possess: None
- Clearance Level To Obtain: Top Secret (TS)

REQUIRED EDUCATION AND EXPERIENCE:

- Bachelors or higher in Engineering (e.g., aerospace, software, system), Science (e.g., astronomy, physics, chemistry), or Mathematics
- Strong oral and written communication skills for both technical and non-technical information
- Ability to effectively interact with customers ranging from students (as young as elementary school) to professional and commercial researchers/scientists
PREFERRED QUALIFICATIONS:

- Experience working with government and commercial aerospace customers – NASA and NOAA strongly preferred
- Familiarity with the aerospace industry, including launch vehicles and/or on-orbit assets Additional Requirements
- Mission Managers must be willing to travel (about 25% of the time) to customer/vendor sites, primarily domestic, to support engineering activities or customer relations work, and must be willing to travel locally and routinely between the JPSS Facility at NASA’s Goddard Space Flight Center (GSFC) in Greenbelt, MD. and the NOAA Satellite Operations Facility (NSOF) in Suitland, MD.
- Mission Managers (along with many others in the aerospace industry) must be willing to work weekends, holidays, and/or odd hours in response to anomalies and in support of special activities and therefore must have flexible schedules
- Mission Managers must be US citizens as they must have access to ITAR-controlled information
