    The Indian Health Service (IHS) Albuquerque Area is responsible for the provision of health services to 27 distinctly different tribal groups. The IHS pharmacists practice in a true pharmaceutical care environment where they fully apply their clinical knowledge and skills. The IHS Albuquerque Area pharmacist positions are located in health care facilities in New Mexico and Colorado. The positions report to supervisory pharmacists.

    The IHS is required by law to give absolute preference to qualified applicants who meet the Secretary of the Interior's definition of Indian for appointment to vacancies within the IHS in accordance with established IHS policy as outlined in the Indian Health Manual Part 7, Chapter 3.     Responsibilities

    • Accept and dispense prescription medication by compounding, packaging and labeling pharmaceuticals.
    • Responsible for proper interpretation of prescriptions and dispensing of products as prescribed; compute dosages, weigh and measure drugs, and mix and compound drugs and chemicals.
    • Review patient's medications, allergies, lab and other pertinent information from the medical record to identify and solve medication-related problems; notifying prescriber concerning any discrepancies.
    • Dispense drugs with careful attention to labeling needs, including specifying directions for use and precautions as necessary, to assure proper protection of the contents and to the patient.
    • Counsel patients on the use, storage, cautions and side effects of all medications dispensed.
    • Collaborates with other health care professionals to plan, monitor, review and evaluate the quality and effectiveness of drugs and drug regimens, providing advice on drug applications and characteristics.
    • Maintain inventory control records for management planning and budget forecasting; for compiling and analyzing data; for periodic and special reports; and for use in ensuring that adequate drug levels are maintained.
    • Participate in pharmacy quality assurance activities and in community health education programs.
    • Exercise a high degree of tact in coordinating with and advising other members of the medical staff, other professional contacts, and in dealing with patients.

    Qualifications

    To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours worked per week.

    NOTE: Employees currently assigned to positions in this occupational series as of September 30, 2017 will be considered to have met the basic requirements for the position occupied.

    BASIC REQUIREMENTS:

    Education: A doctoral degree in Pharmacy that is recognized by the Accreditation Council for Pharmacy Education (ACPE) or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

    Licensure: All applicants must have passed the North American Pharmacist Licensure Examination (NAPLEX) and the Multistate Pharmacy Jurisprudence Examination (MPJE). Applicants also must be licensed to practice pharmacy in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

    Experience: Applicant's qualifications background must demonstrate the knowledge, skills, abilities, and competencies necessary to perform the work of the position. Pharmacy work requires knowledge of the use, clinical effects, and composition of medications including their chemical, biological, and physical properties. Qualifying professional pharmacy experience may involve, but is not limited to:
    • Dispensing medications prescribed by physicians and other health practitioners and providing information to health practitioners and patients about proper usage of medications and side effects;
    • Evaluating medication use patterns and outcomes for patients in hospitals or managed care organizations;
    • Performing administrative, consultative, or staff advisory work for a medical facility's pharmacy program;
    • Planning, monitoring and evaluating medication programs or regimens;
    • Establishing medication-handling procedures for the storage and preservation of medications;
    • Researching medication literature and/or clinical medication information to provide accurate responses to inquiries; and/or
    • Maintaining all medication records required by law.

    Basic Requirements for the GS-11 (or equivalent) Grade Level: 3 years of progressively higher level graduate education leading to a Ph.D. degree, Ph.D., Pharm.D. or equivalent doctoral degree.

    NOTE: Candidates can apply within six (6) months of meeting the education and/or licensure requirements; however, evidence of meeting the requirements must be provided to the hiring agency and verified prior to entrance on duty.

    MEDICAL REQUIREMENTS: Applicants must be able to distinguish basic colors.

    PUBLIC HEALTH SERVICE (PHS) LICENSURE POLICY: Each PHS Pharmacist must possess and maintain a valid license in a State. This policy applies only to individuals filling positions in the 660 Pharmacist series.

    The selected individual is required to obtain and maintain medical staff clinical privileges, including any licensure requirements. If privileges are not obtained or maintained during employment, the employee will be subject to adverse actions, up to and including removal from Federal service.

    TIME-IN-GRADE REQUIREMENTS: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

    Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave is earned.
