    This Open Continuous Announcement (OCA) allows acceptance of application throughout the year with eligible applicants being placed on the register and referred when vacancies occur. Your application will expire 3 months from application date and you must reapply to keep your application active.
    The purpose of this position is to provide primary care, teaching and consultation. This position is located at the Gallup Indian Medical Center, Division of Clinical Services, Obstetrical and Gynecology Branch, Gallup, New Mexico. Incumbent reports to the Supervisory Nurse Midwife.

    The IHS is required by law to give absolute preference to qualified applicants who meet the Secretary of the Interior's definition of Indian for appointment to vacancies within the IHS in accordance with established IHS policy as outlined in the Indian Health Manual Part 7, Chapter 3.     Responsibilities

    • Manages the care of normal antepartum women including teaching, counseling and support.
    • Takes health history, and performs and records the obstetrical physical evaluation.
    • Evaluates and reviews findings with the physician and expectant mother.
    • Manages labor, including teaching and support.
    • Performs the following procedures: starts intravenous infusions; administers analgesia according to standing orders; performs local anesthesia; manages and controls normal spontaneous deliveries but does not perform forceps deliveries; records the labor and delivery.
    • Performs and records physical evaluation of newborns.
    • Manages care of normal newborn including nutrition, elimination and activity.
    • Performs pelvic examinations and pap smears.
    • Advanced Nurse Midwives are responsible for handling high risk/problem cases on a co-management basis with the physician/obstetrician. High-risk cases involve diabetes, pre-eclampsia, hypertension, anemia, infection, cardiac problems, arrested progress of labor, hemorrhaging and shock, resuscitation of newborn infants, including intubation, administering oxygen, cardio-pulmonary resuscitation (CPR).

    Qualifications
    To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

    BASIC REQUIREMENT(S):
    Education: A graduate or higher level degree or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

    Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.

    Advanced Practice Nurse Positions: For Advanced Practice Nurse (APN) positions, applicants must possess a graduate or higher level degree in nursing from an accredited educational program in the area of expertise or specialty indicated by the position.

    Areas of specialties for positions include, but are not limited to, Acute Care, Anesthesia, Community Health, Family, Geriatric, Home Health, Midwifery, Neonatal, Oncology, Pediatric, Psychiatric, Allergy and Immunology, Women's Health, Cardiovascular, Dermatology, Occupational Health, Orthopedic, Respiratory, or other specialties identified for the position.

    Licensure: For all grade levels and positions, applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

    Additional License Requirements for Advanced Practice Nurse Positions: Applicants for Advanced Practice Nurse positions must be licensed or registered by a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States in the clinical specialty required by the position.

    MINIMUM QUALIFICATIONS:
    Your resume must demonstrate at least one or more full years of professional nursing experience that is equivalent to the next lower grade level. Such as work experience in providing medical and nursing care of patients in the antepartum period and during labor and delivery.

    SELECTIVE FACTOR: In addition to the qualification requirements, to be rated basically qualified for this position, applicants must demonstrate possession of the following knowledge, skills and abilities (KSAs).
  • Verification of a current, valid, active, unrestricted license in any State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States is required when filling all positions for registered nurses at all levels.
  • Applicants must have certification issued by the appropriate certifying body (such as the American Nursing Association) as a Nurse Midwife.
  • Public Health Service (PHS) Licensure Policy: Each PHS Nurse must possess and maintain a valid, active, current licensure/registration as a professional nurse.

    The selected individual is required to obtain and maintain medical staff clinical privileges, including any licensure requirements. If privileges are not obtained or maintained during employment, the employee will be subject to adverse actions, up to and including removal from Federal service.
