    The Office of Housing provides vital public services through its nationally administered programs. It oversees the Federal Housing Administration (FHA) , the largest mortgage insurer in the world, and regulates important parts of the housing industry. The Office of Housing also helps ensure consumers can access housing counseling and provides affordable rental housing through its Multifamily housing program. The Office of Housing is committed to helping all Americans obtain safe, decent affordable housing.

    The Office of Single Family Housing is responsible for the overall management of Single Family mortgage insurance programs for the Federal Housing Administration (FHA). The Office assists in the expansion of affordable and quality homeownership opportunities for individuals and families who are traditionally underserved by the private market. The Office also acts as a stabilizing force in the single family home financing market by increasing access to mortgage credit. Policies and programs administered by the Office-from becoming an FHA-approved mortgage lender or other stakeholder, to mortgage origination through post-closing and endorsement processes, servicing of FHA mortgages, and beyond-assist in the provision of these affordable mortgage programs while meeting the needs of borrowers. These functions are carried out by dedicated staff in our Washington, DC headquarters, four Homeownership Centers in Atlanta, GA, Denver, CO, Philadelphia, PA, and Santa Ana, CA, and through our National Servicing Center in Tulsa, OK.

    Responsibilities

    As a Housing Program Policy Specialist, you will:
    • Independently performs field reviews and evaluations on Single Family programs to determine the degree to which they are achieving their program goals and objectives. Determines where improvements in the program are necessary and prepares reports recommending changes or suggestions that would improve program effectiveness.
    • Prepares recommendations for changes and comments on pending legislation, regulations and guidelines that have direct impact on Single Family policies and procedures.
    • Conducts analytical studies of Single Family housing programs to evaluate the effectiveness in meeting with other HUD offices and other Federal, state and local agencies in connection with the development and management of housing programs.

    Qualifications
    You must meet the following requirements within 30 days of the closing date of this announcement.

    Specialized experience for the GS-12 is defined as one year of experience at the GS-11 level, or equivalent that is directly related to the position and which has equipped the candidate with the required knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes:

    - Mortgage loan servicing which may include but is not limited to foreclosure processing on mortgages, mortgage loss mitigation policies, reverse mortgage procedures, and processes in a mortgage company, bank, or financial institution; AND
    - Research and assisting with the modification of existing policies and practices regarding mortgages; AND
    - Advising senior management on risk-related issues and practices regarding mortgages.


    Time-in-Grade:
    In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
    For the GS-12, you must have been at the GS-11 level for 52 weeks.

    Time After Competitive Appointment:
    Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

    CONDITIONS OF EMPLOYMENT:
    - A one year probationary period may be required.
    - Must successfully complete a background investigation.
    - Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
    - If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
    - Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
    - Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
    - Obtain and use a Government-issued charge card for business-related travel.

    HUD employees are prohibited under Section 7501.104, 5 Code of Federal Regulations from directly or indirectly owning, acquiring, or receiving:
    - Federal Housing Authority debentures or certificate of claim;
    - Financial interest in a project, including any single family dwelling or unit subsidized by HUD, or which is subject to a note or mortgage insured by HUD;
    - Section 8 subsidies to or on behalf of a tenant of property you, your spouse, or a dependent child owns.

    The following are exceptions to the Section 8 prohibition:
    - The employee, or the employee's spouse or minor child acquires, without specific intent as through inheritance, a property in which a tenant receiving such a subsidy already resides;
    - The tenant receiving such a subsidy lived in the rental property before the employee worked for the Department;
    - The tenant receiving such a subsidy is a parent, child, grandchild, or sibling of the employee;
    - The employee's, or the employee's spouse or minor child's, rental property has an incumbent tenant who has not previously received such a subsidy and becomes the beneficiary thereof; or
    - The location of the rental property is in a Presidentially declared emergency or natural disaster area and the employee receives prior written approval from an agency designee.
