Statewide Stormwater Engineer - This position is a Professional Engineer II in the Engineering, Hydrology and Geology Program (EHG) of the Division of Water Resource Management. This is an advanced technical position responsible for providing technical support in assisting with the implementation of laws, regulations and policies of the Environmental Resource Permitting (ERP); National Pollutant Discharge Elimination System (NPDES) Stormwater; and Potable Source & Drinking Water programs.  The EHG program staff also provides professional engineering services to the DEP Districts’ ERP Permitting (ERP) and Compliance Assistance Programs, as well as providing guidance to both ERP and Water Management District staff. Additionally, this position is expected to provide assistance for rulemaking; development of policy and guidance documents; and may also provide testimony for administrative proceedings with the Division of Administrative Hearings.


Specific Duties:

  • Assists engineers and scientists located in the Department's Regulatory District Offices and the Water Management Districts in the review of ERP applications to ensure consistent and accurate implementation of ERP rules and statutes, and to establish and maintain effective working relationships with others. 
  • Analyzes and interprets engineering data, performs engineering calculations and develops and uses hydrologic, hydraulic and hydrographic models for technical evaluation of data related to stormwater treatment, attenuation and discharges to ground and surface waters, dredged material disposal sites, docking, wharf and port facilities, mitigation and mitigation bank sites and other activities. Ensures that projects conform with sound engineering design criteria and comply with all applicable regulations and laws.
  • Provides technical assistance, engineering support, and consultation to Department staff and applicants regarding statute, rule and policy interpretation and proposed legislation related to engineering standards and criteria.
  • Provides technical assistance to and coordinates with Division NPDES staff and the regulated community in the development and implementation of Basin Management Action Plans (BMAPS) and the implementation of rules, policies and procedures for implementing the Municipal Separate Storm Sewer System (MS4) Permit. Assists the MS4 Coordinator in identifying areas where MS4 rules, policies and procedures may have deficiencies and makes recommendations for improvement.
  • Supports development, implementation and ongoing evaluation of the proposed Statewide Stormwater Treatment Rule (Chapter 62-347, F.A.C.)., especially with respect to engineering design; and analyses of the effectiveness of stormwater systems in reducing pollutant loads.
  • Assists the Division’s Source & Drinking Water Program with implementing the State of Florida’s Public Water System Supervision Program in accordance with the federal Safe Drinking Water Act, U.S. Environmental Protection Agency regulations and Department rules. 


Knowledge, Skills and Abilities:

  • Knowledge of hydrologic, hydraulic and stormwater engineering principles.
  • Knowledge of biological, chemical and physical processes as they relate to water quality and the aquatic environment.
  • Knowledge of stormwater treatment and control principles, laws, regulations and stormwater best management practices, especially with respect to engineering design, construction, and effectiveness in reducing nutrient pollutant loads.
  • Skill in methods for assessment of surface water quality data, and hydrologic and hydraulic modeling applications, such as ICPR and PONDS.
  • Skill in the use of computer software programs used for office applications, database management, and Geographic Information Systems.
  • Ability to understand and apply applicable state rules, regulations, policies, and procedures relating to multiple environmental programs.
  • Ability to communicate effectively, verbally and in writing, and to establish and maintain effective working relationships with others.
  • Knowledge of or the ability to learn the terminology, principles, and analytical techniques of environmental engineering as related to potable water treatment, storage, and distribution, including engineering design, construction, operation, maintenance, and permitting issues related to public water systems is preferred.
  • Ability to travel and maintain a valid driver's license.
  • Skill in computer modeling for assessment of the generation, transport, and treatment of stormwater pollutants, particularly nutrients.
  • Expert in stormwater modeling such as ICPR, and the ability to teach others through workshops or training sessions.
  • Ability to develop and provide technical presentations; and skilled in public speaking.
  • Knowledge of MS4 rules and the ability to learn the policies and procedures of this program. 


Minimum Qualifications:

  • A 4-year degree from an accredited college or university with a major in engineering, environmental science or one of the natural sciences.
  • 7 years of related professional experience.
  • Licensure as a Professional Engineer under Chapter 471, F.S., or ability to obtain license via reciprocity.
  • Valid Driver’s License.
