Responsible to ensure the programs for the site protective strategy meet all regulatory requirements and ensure the protection of the health and safety of the public against radiological sabotage. The primary owner of all Security-specific programs, (except Access Authorization) i.e., Unattended Openings, Safeguards Information and Target Sets as well as maintaining the AVERT software system to ensure the site protective strategy is meeting its intended function. Responsible to ensure that each of these programs is developed and maintained in accordance with all regulatory requirements/guidance, incorporates industry operational experience and analyzes data to assess program health and implement improvements. Required to maintain and enforce implementation of program procedural documents, responsible as the subject matter expert in development of all Security-specific programs (except Access Authorization), including but not limited, Safeguards Information, Unattended Openings and Target Sets programs. Evaluate, analyze and incorporate into Security programs new NRC orders, information notices and NEI guidance documents. Analyze data and develop/modify Security processes, procedures/programs to improve performance. Accountable for performing governance, oversight, support and performance functions of daily security strategy force functions to assure they are completed in a professional manner and meet all regulatory requirements, procedures and policies.


High School Diploma or equivalent. Minimum 5 years of military or law enforcement experience, Nuclear Security and/or Nuclear Program/ Project management. Must meet and maintain Nuclears requirements for unescorted plant access. Demonstrated ability to manage projects, to analyze and interpret information, as well as to develop and modify security programs. Demonstrates effective written and verbal communications skills as well as computer software skills.


BS degree in related field. Experience in military tactics. Established relationships with NRC, NEI, Homeland Security and other external constituencies. Computer Aid Drawing (CAD) and/or similar software program expertise.
