Hatch is currently seeking Area Construction Managers for one of our remote project sites in Northern British Columbia. The construction scope is the completion of a hydro power tunnel, which includes TBM driven tunnel (~6.5m OD in hard rock), drill and blast tunnel excavation, development of site infrastructure and remote site logistics. The work schedule is based on a 2 week on/1 week off rotation.

The Area Construction Manager – Upstream Tunnel is responsible for managing, coordinating and administering the excavation and lining of a TBM driven tunnel (~6.5m OD in hard rock). The ACM is responsible to deliver their area of the project within the scope, cost and schedule baselines and ensuring the area of the project is delivered within the safety, quality and environmental objectives agreed for the project. This role reports to the Construction Manager.

Responsibilities:

  • Safety – Displays and actively promotes behavior aligned to Rio Tinto’s and Hatch’s goal of achieving a zero harm safety culture by:

    - Participating in the investigation of all serious incidents reported in their project area and ensuring all follow-up actions are carried out

    - Participating in audits of work areas

    - Attending all identified safety training

    - Acting as a coach for the implementation of the Project safety standards

  • Supervises the inspectors, H&S Advisors and other staff assigned to the Upstream Tunnel Area.
  • Communicates regularly with all staff to ensure that goals and priorities are clearly understood and to promote a healthy working environment.
  • Carries clear responsibility and accountability for delivery of the objectives for a project area as agreed by the Construction Manager and Project Manager and taking into consideration the full project lifecycle including engineering, procurement, construction, commissioning and project controls.
  • Coordinates, monitors and controls the Upstream Tunnel area of the project in line with the detailed scope, cost and schedule control baselines and manages any project changes in terms of this agreed baseline.
  • Exercises budgetary control to ensure costs are not exceeded without proper authority. Provide such information as is required by the Project to obtain additional authorization where necessary.
  • Participates in kick off meetings and weekly/bi-weekly progress meetings which are held with each contractor to monitor progress and manage change.
  • Coordinates and monitors area team members in their performance and influences their activities as necessary to ensure project requirements are achieved.
  • Minimizes interface problems and project delays by coordinating the different functions and recommending the order of work.
  • Ensures measurement of progress on tunnel construction for reporting and progress claim purposes.
  • Ensures forecast of cost and schedule is updated in the project EAC and project forecast end date on a monthly basis.
  • Reviews and approves the Contractor’s schedule and where required makes recommendations on deviations/corrective actions to the Construction Manager and Project Manager.
  • Assesses progress claims made by the Contractor and provides input to the overall claim response by the Contract Administrator.
  • Carries out regular site inspections and agrees corrective actions with the Construction Manager.
  • Ensures compliance to project procedures including the management of project documentation (contractual, engineering, maintenance and workplace change related) and ensuring these are received, reviewed, comments incorporated, responded and incorporated in plant records.
  • Obtains Client's acceptance of the work, and sign-off for the completed project area. Has responsibility for prompt closeout of the contracts under their area and input to the final project close out report.

Qualifications:

  • University degree in Engineering or other relevant discipline
  • Ten + years of experience in construction roles for underground projects, specifically TBM tunneling experience, as well as Drill and Blast excavation
  • Minimum 5 years experience with Shield TBM construction and pre-cast concrete tunnel lining
  • Familiarity with a wide range of technology, methodologies and equipment used in tunneling construction
  • Sound knowledge of codes and standards
  • Excellent communication and interpersonal skills
  • Good safety awareness
  • Planning and organizational skills
  • Self-starter who can undertake assigned responsibilities with minimal supervision
  • Ability to function well in a team environment
  • Demonstrated experience with managing construction and claims assessment on underground construction contracts that employ a Geotechnical Baseline Report (GBR) or similar
  • Experience in engineering, procurement and construction and other project-related activities, their interfaces and interdependencies. Knowledge of industry standards.
