    The incumbent serves as an Accounts Receivable Technician within the Financial Management Department of the VHA Office of Community Care (OCC) and reports to the Fiscal Accounts Supervisor. The incumbent is responsible for performing a broad range of duties to achieve the established OCC expected results for establishing a bill of collection and creating an accounts receivable record. The incumbent also performs insurance verification in order to verify eligibility as well as benefit coverage.

    Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

    Responsibilities
    • Researches recoupment requests related to beneficiary eligibility.
    • Reviews all recoupment requests to ensure completeness, accuracy, and inclusion of proper documentation that supports the recoupment action, while also verifying information in database also support request for recoupment.
    • Conducts research and analysis on claims documentation, claims inquiry screens, beneficiary eligibility, VistA/FMS accounts receivable records, and check status in TCIS to determine appropriateness of the recoupment request.
    • Inputs all required data into VistA in order to establish a Bill of Collection.
    • Annotates bill and claim comments on all actions taken in association with the billing process to ensure a proper audit trail is maintained.

    Qualifications
    To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/26/2018.

    You may qualify based on your experience and/or education as described below:

    GS-04 General Experience: Do you possess at least one (1) full year of general experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the (Accounts Receivable Technician), GS-04 position and that is typically in or related to the work of the position to be filled. Examples of specialized experience include:

    1) Performs research to determine the reason for collections or reconstructing incomplete information.
    2) Determines and validates data for accuracy against submitted documentation.
    3) Takes appropriate actions in response to correspondence, phone calls, or inquiries.
    4) Receives requests for service related to tasks assigned, and provides technically correct and complete response or routes request to the appropriate office.
    5) Communicates with customers; provides current accurate information.

    Note: Evidence of general experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of General Experience at or comparable to the required grade level.

    GS-04: Substitution of Education for Experience (TRANSCRIPTS REQUIRED): Do you possess two (2) years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university for which high school graduation or the equivalent is the normal prerequisite. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.

    GS-04: Combination of Education and Experience (TRANSCRIPTS REQUIRED): Do you possess a combination of successfully completed post-high school education and experience to meet the total experience requirements. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university for which high school graduation or the equivalent is the normal prerequisite. (i.e. 6 months of general experience and 1 year of education above the high school level).

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

    Physical Requirements: The work is primarily sedentary with long periods of sitting at a desk, working with computers daily. Some work may require walking in offices and similar areas for meetings. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. The work does not require any special physical effort.
