    This position is located within the U.S. Department of Labor, Occupational Safety and Health Administration (OSHA), Region 7, Des Moines State Plan Office in Des Moines, Iowa.

    The mission of OSHA is to develop and promulgate occupational safety and health standards, develop and issue regulations; conduct investigations and inspections to determine the status of compliance with safety and health standards and regulations; issue citations and propose penalties for non-compliance with safety and health standards and regulations.

    Selection(s) can be made at any advertised grade level.

    This position has promotion potential to the GS-12. Promotion Potential: There is no obligation to provide future promotions to you if you are selected. Future promotions are dependent on your ability to perform the duties at a higher level, the continuing need for an employee assigned to the higher level, and supervisory approval.

    Responsibilities

    As an Industrial Hygienist, you will perform the following duties:

    GS-07:
    • Participates as a member of an inspection team and assists in the planning, and conducts a limited segment of a major investigation. Identifies areas in need of immediate corrective action or conditions which are of imminent danger to life or limb.
    • Conducts research and studies records and files covering mishaps, injuries, and equipment maintenance data. Compiles and prepares a variety of recurring reports as directed.
    • Assists in the documentation of conducted portions of investigations. Assists in conducting interviews with supervisors and employees.
    • Assists in preparing for opening and closing conferences and outreach activities and responds to requests for information on OSHA legislation, regulations and compliance activities.
    GS-09:
    • Assists in planning and conducting portions of or limited inspections or compliance reviews of private businesses and worksites whose operations are generally characterized by the presence of moderately stable, low-risk processes and some higher hazards and unsafe working conditions.
    • Studies records and reports of occupational safety and health mishaps, injuries, and illnesses.
    • Conducts research of employers and their previous OSHA enforcement activity in advance of new inspections or investigations and to respond to requests for information.
    • Utilizes the automated enforcement system to calculate penalties assessed to employers based on the gravity, severity, and probability of occupational safety and health violations.
    • Writes complete and legally sufficient case files documenting all inspection procedures, interviews, sampling, identified hazards, and corrective actions.
    • Assists Department of Labor attorneys in the preparation of evidence for contested cases.
    • Assists in conducting or may conduct opening and closing conferences with management officials, employees, and labor representatives regarding enforcement findings and applicable occupational safety and health policies and regulations.
    GS-11:
    • Conducts inspections of private businesses and industrial firms to determine compliance with published standards and regulations, record hazards and overexposures, issue citations for violations, and propose fiscal penalties.
    • Enforces Federal occupational safety and health standards.
    • Provides technical consultative assistance in the development of industrial hygiene and occupational
    • health programs.
    • Plans the methodology and executes appropriate industrial hygiene survey procedures necessary to confirm the existence and degree of the severity of violations of Federal health standards. Evaluates control measures.
    • Writes complete and legally sufficient case files documenting all inspection procedures, interviews, sampling, identified hazards, and corrective actions. Assists attorneys in preparation of contested cases for hearings. Serve as an expert witness in court.


    Travel Required
    75% or less - Frequent travel including some extended overnight lodging, some evening and weekend work required to conduct official OSHA enforcement inspection and investigation activities within a specific geographic area, and training purposes.

    Qualifications
    THIS POSITION HAS A BASIC EDUCATION REQUIREMENT. ALL APPLICANTS MUST MEET THIS REQUIREMENT IN ORDER TO BE CONSIDERED.

    Applicants must meet one of the following requirements:
    • A bachelor's or graduate/higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science; or
    • A bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene; or
    • Certification from the American Board of Industrial Hygiene (external link) (ABIH).
    Evaluation of Education : All science or engineering courses offered in fulfillment of the above requirements must be acceptable for credit toward the completion of a standard 4-year professional curriculum leading to a bachelor's degree in science or engineering at an accredited college or university.

    • Assist in conducting sampling for occupational health-related hazards and/or exposure levels and reviewing laboratory analyses of health-related sampling, prepare reports that include findings and recommendations for the control of identified hazards;
    • Conducting occupational health investigations and/or occupational health inspections;
    • Conducts interviews with employers and/or employees and/or employee representatives and/or emergency services personnel and/or law enforcement officials and/or other parties to identify unhealthful working conditions and/or causes of injuries/illnesses/fatalities AND to obtain information required to conduct a legally sufficient occupational health investigation;
    • Developing legally sufficient occupational safety and/or occupational health investigation or inspection reports;
    • Identifying occupational health and safety hazard and applying occupational safety and/or occupational health standards and criteria to unsafe working conditions.
    • Calculating penalties to be assessed based on the (a) gravity of occupational safety and/or occupational health violations and (b) the severity of possible injury or illness and the probability that such could occur.
    Evaluation of Experience - Qualifying experience involves the recognition, evaluation, corrective actions, and elimination of environmental conditions in the workplace that causes sickness, impaired health, or illness. This experience must demonstrate a professional knowledge of the theory and application of the principles of industrial hygiene and closely related sciences such as physics and engineering controls.

    Work must have involved experience in all of the following areas: the acquisition of quantitative and qualitative data, and the measurement of exposures for a variety of chemical, physical, and biological stresses; the analysis of the data acquired and the prediction of probable effects of exposures on the health and well-being of workers; and the selection and recommendation of appropriate controls, including management, medical, engineering, education or training, and personal protective equipment.

    Education
    To qualify for this position solely on education, in addition to meeting the basic education requirement, the following education may be used to substitute for specialized experience:

    For GS-07: 1 year of graduate-level education or superior academic achievement. Information regarding S.A.A can be found in OPM's General Schedule Qualification Policies .

    For GS-9: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree;

    For GS-11: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
