    The incumbent will serve as a Computer Scientist in the Applications Systems Division (ASD) of the Office of Information System Management (OISM) for the National Institute of Standards and Technology.

    Responsibilities

    The responsibilities of the incumbent are to:
  • Develop secure Web applications and RESTful (Representational State Transfer) Web application program interfaces (APIs) with Dynamic Hypertext Markup Language (DHTML), Cascading Style Sheets (CSS), JavaScript, PL/SQL, MySQL, JAVA or Python
  • Update existing applications that currently use older technologies (e.g., ColdFusion)
  • Integrate new and existing applications with other NIST applications, with commercial off-the-shelf (COTS) applications, and with applications of shared service providers
  • Implement new technologies and customize solutions
  • Design, Develop, Test and system enhancements based on stakeholders' requirements
  • Troubleshoot system issues and provide solutions or mitigations
  • Provide comprehensive operations maintenance and support

    The position requires the incumbent to have excellent customer support and interface skills and to be able to analyze customers' needs, translate them into system requirements, and implement an appropriate solution.

    Qualifications
    Basic Requirements:

    Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

    In addition to the above basic requirements:

    Applicants must have 1 year (52 weeks) of specialized experience equivalent to at least the GS 9 (ZP II at NIST) level. Specialized experience is defined as experience in designing and developing the web applications with the JavaScript MVC frameworks such as ExtJS, Angular which includes testing, debugging and deploying.

    OR

    3 years of progressively higher level graduate education leading to a PhD in a field identified in the Basic Requirements.

    OR

    PhD or equivalent doctoral degree in a field identified in the Basic Requirements.

    OR

    Combination of education and experience.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
