    This position is located in Facility Management Services. This position includes several driver responsibilities that include patient transport, heavy equipment operator. Operating passenger vans, large trucks in the gross vehicle weight class of 31,400 pounds. The responsibilities include grounds maintenance and irrigation, records management and materials management.

    The competitive service consists of all civil service positions in the executive branch of the Federal Government with some exceptions. The exceptions are defined in section 2102 of title 5, United States Code (5 U.S.C. 2102).

    Veterans' preference eligibility is based on dates of active duty service, receipt of a campaign badge, Purple Heart, or a service-connected disability. Please know that not all active duty service may qualify for veterans' preference.

    Responsibilities

    Driver 35%
    • Operate motor vehicle patient transport.
    • Operate tractors, and large mowers powered by gas and diesel engines.
    • Operate skid steer equipment on mowers that can be converted to snow blowers.
    • Operate diesel powered wood chipper.

    Equipment Operator: 35%
    • Operate Forklift lifting less then 10,000 pounds as high as 30 Feet.
    • Able to maintain Forklift certification.
    • Ability and experience to safely operate 31,000 Gross Vehicle Weight (GVW) Snow plow/Sander with very large rollover plow to clear snow from roads and parking areas.
    • Experience on Operating Plow in congested areas, heavy traffic areas, heavy pedestrian traffic and is able to maneuver around tight corners.
    • Ability and experience to operate a 31,400 (GVW) pound compacting trash truck.
    • Ability and experience transport garbage on public roads to the municipal landfill.
    Grounds Maintenance and Irrigation 25%
    • Skilled at maintaining, repairing, replacement, expansion and knowledge on layout and design of irrigation.
    • Familiar with the nomenclature of irrigation and horticulture for commercial lawn care.
    • Skilled in handling low and medium voltage electrical, pneumatic, and hydro pneumatic.
    • Familiar with installation hydraulic controllers and valves, including making connections to 110-volt power supply.
    • Ability to install saddles, stops and waste valves on main eight inch water lines and operate and maintain eight-inch water filters.
    • Ability to evaluate turf conditions, fungal infection or other types of lawn problems.
    • Ability to take corrective measures on implementing solutions to contain lawn fungal infections and other turf imbalances.
    Records and Materials 5%
    • Able to read, modify and maintain record drawings of irrigation and utility distribution systems.
    • Able to research proper materials, maintain stock and keep inventory.

    Qualifications
    EXPERIENCE: A specific length of training and experience is not designated, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume or OF-612. Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C ( www.opm.gov/qualifications/x-118c ).

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

    SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the questions. The screen-out element for this position is Ability to do the job of a Motor Vehicle Operator.

    JOB ELEMENTS: Those who meet the minimum level of experience and training for the screen-out element will then be evaluated in each of the following job elements: . Ability to perform the duties of a Motor Vehicle Operator without more than normal supervision.

    Optional: Attach any special driving certifications, or any department of transportation certificates for driver safety. Other certificates in agriculture or irrigation can be included as well.
