    The Crew Systems and Aviation Operations Branch within the Research Directorate is seeking an individual to serve as an Aerospace Engineer supporting research and development in the areas of intelligent flight systems and autonomous aviation operations for manned and unmanned systems and vehicles. The future air transportation system and the manned and unmanned vehicles that will operate within it will need to be operated increasingly more autonomously. The integration of man and machine within the cockpit will progress with greater levels of machine autonomy to accommodate the projected increases in air travel and air cargo, while also enabling on demand passenger travel and its increased flexibility.

    In order to help shape the future of aerospace mobility, NASA research teams apply an interdisciplinary set of skills that includes traditional engineering, research and experimental methods, simulation, flight test, human factors, applied cognition, systems engineering, and other disciplines. This work involves participating in and/or leading a multidisciplinary research team to develop, implement, integrate, and test advanced technologies and operational concepts for manned and unmanned autonomous vehicle operations, machine autonomy, human-machine interface, human-machine integration, adaptive automation, and future flight deck and vehicle systems for both manned and unmanned air vehicles operating in the national airspace system.

    This is a developmental position; selection may be made at any grade level. You may receive sequential non-competitive promotion(s) up to the full performance grade level of GS-13, when eligible and recommended by management. Identification of promotion potential in this position does not constitute a commitment or an obligation on the part of management to promote the employee. Promotion will depend upon administrative approval and the continuing need for an actual assignment and performance of higher level duties.

    Responsibilities

    Conducts systematic research in problem areas that are highly complex and of considerable scope. Problems are typically difficult to define, require unconventional or novel approaches, sophisticated research techniques, and/or present other features that are of more than average difficulty. The research problems are of such breadth that they must be approached through a series of complete and conceptually related research studies. Research studies result in a series of publications that answer important questions in the scientific field, account for previously unexplained phenomena, result in important changes in existing products, processes, or techniques, or are definitive of a specific topic area. Based on knowledge of the organization's priorities, identifies promising areas for initiating research efforts. May serve as a research team leader in a scientific field. Maintains a continuing assessment of the team's progress in relation to the objectives of the research study as well as the overall goals of the organization. Develops solutions to problems encountered by the research team in data collection, monitoring, compilation, and analysis. Conceives and designs experiments in response to agency needs for data in specific scientific, technical, or health-related areas. Trains and provides technical direction to team members. Makes major contributions to the scientific community such as inventions or new designs and techniques that are of material significance in the solution of important applied problems. Conceives and formulates research ideas that are the basis for productive studies by other research scientists/engineers. The researcher has authored one or more publications of considerable interest and value to a scientific field as evidenced by favorable reviews, by citation in the work of others, or by presentations of papers to professional societies.

    Participate in or lead an experiment-based multidisciplinary research team to design, implement, and integrate advanced flight deck technologies and procedures to improve efficiency and safety of the national airspace system. Apply knowledge of computer engineering and/or aviation operations to the design, development and validation of new operational concepts, procedures and flight deck tools. The incumbent may be called upon to apply knowledge and experience to develop concepts and procedures involving commercial flight operations, general aviation, unmanned aircraft systems, new/novel air vehicles, and/or space vehicles traveling through the National Airspace System. Apply experience in formal research methods to air traffic operations and airspace design problems. Work as a member of a team to proactively resolve difficult problems with n conflicting and inadequate guidelines and precedents. Incumbent is cognizant of Air Traffic Management (ATM) and ATM-related research problems and areas of research and has a working knowledge of current state of the art approaches in modeling and simulation. Conduct comprehensive reviews of technical research studies in relevant fields of study.

    Serves as a technical expert, trouble-shooter, or consulting engineer, providing technical advice and guidance to the contractor in developing new procedures, equipment, systems, tools, or in performing the work required by the contract. Guides and evaluates contractor efforts and assesses technical progress in relation to the established schedule and resources allotted. Reviews plans, specifications, and cost estimates for technical adequacy. Reports progress and/or problems. Where deficiencies are noted, directs necessary changes, resolves controversial problems, assures conformance to plans and specifications, and furnishes other assistance as required.

    Qualifications

    To qualify at the GS-11 level, applicants must meet the Basic Education Requirement in addition to one of the following:

    To qualify at the GS-12 level, applicants must meet the Basic Education Requirement in addition to one of the following:

    a. One year of professional experience in an appropriate field at least equivalent in difficulty and responsibility to GS-11 level work in the Federal service; or
    b. Any combination of experience and graduate study**; or
    c. Completion of all requirements for a doctoral degree** (Ph.D. or equivalent) in an appropriate field.

    Specialized experience includes: Experience conducting research; computational and statistical techniques for modeling, and analyzing data collected and; demonstrated experience in air traffic operations and flight procedures such as, distributed air ground air traffic management, avionics systems, flight management systems, piloting, safety analysis techniques airborne separation techniques, automation systems and/or related function allocation issues.

    To qualify at the GS-13 level, applicants must meet the Basic Education Requirement and have one year of specialized experience equivalent in difficulty and responsibility to GS-12 level work in the Federal service. There is no education substitution at this grade level.

    Specialized experience includes: Experience conducting research, such as batch, Monte Carlo, and human in the loop simulation experimentation; computational and statistical techniques for modeling, and analyzing data collected and; demonstrated experience in air traffic operations and flight procedures such as, distributed air ground air traffic management, avionics systems, flight management systems, piloting, safety analysis techniques, airborne separation techniques, automation systems and/or related function allocation issues.
