Role Description:


Provides Williams’ Ohio River Supply Hub – Northeast Operating Area (OA) with on-going Environmental regulatory and compliance support.  The Environmental Specialist II position will facilitate and support compliance with Air Quality Permits, Storm Water Pollution Prevention Plans (SWPP), Erosion Sediment Control General Permits (ESCGP) Long Term Management Plans, Spill Prevention Control & Countermeasure (SPCC) Plans and Environmental Waste Management.  This position will also support the general and technical duties associated with the development, execution, and programmatic maintenance of the OA’s regulatory permitting and compliance responsibilities including requirements of the Pennsylvania DEP General Permit and EPA regulations with regard to leak detection monitoring and recordkeeping.


 Accountabilities include but may not necessarily be limited to the following:


  • Provide Williams’ Ohio River Supply Hub – Northeast Operating Area (OA) with on-going Environmental regulatory and compliance support. 
  • Maintain environmental management system tasks and manage compliance information using the Williams’ environmental and operational data management systems.
  • Prepare reports and presentations for internal customers such as management, to be used in leadership meetings, EHS meetings, etc.
  • Provide general environmental assistance to support the operating area in the area of storm water; including of Right of Way (ROW) maintenance support, implementation of Long Term Maintenance Plan requirements, and SPCC Plan maintenance and audits.
  • Coordinate and manage the OA’s residual waste generation and disposal by working with operations and budget and administration on suitable vendor selection, contract reviews and acceptable waste outlets while meeting Williams, State, Federal and Local disposal standards.
  • Assess environmental risk, provide recommendations as appropriate for areas of responsibility to address such risk and participate in the implementation of the approved course of action including development of required regulatory documentation.
  • Prepare, review, and ensure timely submittal of environmental reports, permit applications and correspondence to external customers as required and directed by leadership.
  • Prepare and update environmental compliance procedures and training materials as needed and conduct training with employees and contractors in the operating area.
  • Collaborate with the operating area to coordinate and schedule of required testing, sampling, monitoring, data gathering and record keeping with specific responsibilities for spill clean-up and remediation, waste management, SPCC Tank Inspections, and gas leak detection.
  • Coordinate with operations leadership to complete permit required gas leak detection surveys and follow up utilizing the FLIR OGI camera and other methods as appropriate.
  • Prepare and track environmental expenditures against budgets and work with the OA to create Requests for Services from environmental contractors, vendors and consultants.
  • Regularly travel to field facilities in the Ohio River Supply Hub as well as occasional trips to other Williams’s field and office locations for meetings and other functions.
  • The successful candidate will be expected to work closely with other Environmental, Health and Safety staff, Operations staff, Engineering Services and Contractors to maintain data and documents related to permitting, regulatory compliance and company performance metrics.  





  • Bachelor’s degree in science, engineering, EHS or other technical discipline or relevant field from an accredited college or university.
  • The candidate should possess 2-5 years’ related experience such as ESCGP, waste management and general environmental regulations.
  • Experience in the oil and gas industry, preferably with a broad natural gas gathering and processing emphasis.
  • Experience with Optical Gas Imaging and equipment such as the FLIR camera is preferred.
  • This positions requires a motivated, hard-working, team player with attention to detail, strong organizational skills, and the ability to develop effective solutions to highly complex issues.
  • The candidate must be able to provide information to, and work with, supervisors, co-workers, vendors, contractors, regulators and other stake holders through various communications such as telephone, email, in written form, in-person and group presentations therefore strong communication and people skills are required.
  • The successful candidate must be able to take ownership of projects and be accountable for the successful completion with limited oversight.
  • Knowledge of industry environmental and safety best practices.
  • Skills and experience in basic computer programs such as Excel, PowerPoint, Outlook, SharePoint and Word.
  • Fundamental knowledge of RCRA, EPCRA, SPCC, NPDES, OSHA, NFPA, EPA, ESCGP, WVDEP and PADEP regulations.
  • Availability to take calls and provide support as needed outside of normal business hours.
  • Ability to travel away from the local area to meet business needs at up to approximately 25%
