General Purpose

Conducts special studies and analyses, develops alternatives, presents recommendations to management and influences management decisions with a focus on documentation to ensure reporting and regulatory compliance. Researches, analyzes, develops and implements new strategies, programs, and/or processes in response to changing internal and external conditions.

Responsibilities
  • Maintains knowledge and expertise with current federal (FERC/NERC/WECC) and state (CPUC, OPUC) regulations and requirements.
  • Use professional judgement to manage complex regulatory challenges having multiple interpretations to meet business needs.
  • Gather and analyze critical information (demographics, condition) from various sources.
  • Analyze business processes, documentation and practices.
  • Conduct interviews with executives, managers and employees to determine compliance related priorities.
  • Develop consistency, integrity and storage/archiving strategy with documentation practices.
  • Compile and contribute to required reports including, but not limited to: Annual Wildfire Mitigation Plans, Post Event Reports, Data Requests, Pre-Season Report, Post-Season Report, CPUC PEDR metrics and any Public Safety Power Shutoff (PSPS) reports.
  • Identify and recommend long-range data management and system improvements to strategically balance risk and reward.
  • Serve as Documentation Unit during any Emergency Coordination Center (ECC) activations.
  • Track, maintain and educate current and upcoming changes in regulations that could impact business efforts.
  • Develop and streamline GIS data reporting process to ensure compliance with Public Safety Partner Portal and file sharing requirements.
  • As needed, assist with other Emergency Management documentation and reporting functions.
Requirements
  • Bachelor’s Degree in Business Administration, Document Management, Administration, Information Management, Regulatory Science or a related field; or the equivalent combination of education and experience.
  • A minimum of five years’ experience in an applicable field directly related to position responsibilities.
  • Program design skills including development of interventions, processes, or new or modified programs to meet customer needs.
  • Advanced communication and interpersonal skills to interface with team members and customers to promote positive customer outcomes.
  • Excellent communication and interpersonal skills involving the ability to establish trust, maintain confidence, and understand social behavior and interactions.
  • Ability to work with all organizational levels to influence actions and negotiate outcomes
  • Ability to listen and communicate effectively through oral and written means.
  • Proficient with the use of personal computers to gather, analyze, and summarize data.
  • Project management and leadership skills, including the ability to work as a team member, to maintain project timelines, budgets, and deliver on commitments.
  • Knowledge of research, analysis and consulting techniques, Company policies, procedures, practices, and applicable federal, state, and local governmental laws and regulations.
Preferences
  • Previous Utility Operations experience is desired.
  • Experience of guiding and creation of reporting processes.
  • Knowledge of the National Incident Management System based on completion of ICS-100-300, IS-700, IS-800, and the FEMA Professional Development Series.
  • Emergency Operations Center and/or Incident Management experience.

This position is eligible for an annual discretionary performance incentive bonus of up to 12% of salary.
