General Summary

Responsible for providing direction to the Facilities department reporting directly to the Director of Engineering. Under his/her supervision will manage the care, maintenance, and efficient operation of facilities and associated equipment for the organization. The Facilities Manager is responsible for ensuring proper functioning of the equipment by developing and implementing an adapted and detailed preventive maintenance master plan, assuring accurate troubleshooting by trained maintenance technicians, and continuously improving all equipment while maintaining the highest safety, quality, cost and GMP standards in a regulated environment. Under the direction of the Director of Engineering, this position will be responsible for all maintenance functions of physical plant, utilities and grounds. Responsible for planning, assigning, and directing up to 10 maintenance technicians. Supervise and plan for all maintenance, repairs, equipment upgrades, and projects performed.

Provide world class customer service by capturing and being responsive to the voice of the customer (internal or external, including donors for select positions) through multiple feedback channels in order to resolve issues and drive satisfaction in accordance with the BBG customer engagement, feedback, and complaint processes.

It is essential that the incumbent have a valid driver's license and be at least 18 years old with a good driving record to meet organization driving standards.

Major Duties and Responsibilities

Manage all building facilities and offsite leased facilities.

Coordinate, arrange, and supervise the corrective and preventive maintenance and repairs associated with facilities and operations.

Responsible for ensuring room setups are complete and parking arrangements are made for large meetings.

Act as liaison for the organization during any major construction projects and/or remodeling projects.

Maintain the exterior of the property in good condition, overseeing any outside contractor’s work.

Manages the implementation and oversees the operation of quality controls and service delivery plans associated with building operations.

Coordinate and assist in the installation of new machinery.

Responsible for leadership, supporting and maintaining the BBG, GMP clinical/commercial manufacturing facility utility systems, including HVAC, Water for Injection (WFI), Purified Water (PW), Reverse Osmosis (RO), Pre-

Treatment, Incubators, Compressed Gases and other building systems.

Direct the work of the maintenance department in the plant to include the staff, in addition to plant equipment, machine tools, buildings, heating, air conditioning, electric, gas, water and air systems, sewer and waste disposal systems, and fire sprinkler systems.

Develop and implement a comprehensive preventative and predictive equipment repair program.

Manages routine preventative maintenance and repairs for refrigerated and frozen storage units, HVAC, generators, uninterruptible power supply (UPS), environmental monitoring systems, deionized water systems, and other equipment and associated systems as required. Liaises with landlord and/or external vendors for maintenance and repairs. Ensures minimal downtime for the repair of disabled equipment. Coordinates after- hours coverage of all systems to ensure effective emergency response.

Collaborate with senior leadership to identify and prioritize facility needs and improvements to support BBG’s

growth and operational efficiency.

Establish and monitor key performance indicators (KPIs) to evaluate the effectiveness and efficiency of facility operations.

Provides effective leadership to achieve high levels of service and product quality, financial results, and other criteria in accordance with policies, goals, and objectives.

Supports the Directors of Operations with strategic planning and goal setting, and budget for operating and capital expenditure budgets for each laboratory. Develops cost analyses for projects, procedures, and facility repairs/improvements.

Implement risk management strategies to mitigate potential hazards and vulnerabilities within facilities.

Deploy strategies in reliability that build maintenance and technician capabilities. Develop and deploy 24/7 FMS alarm response and acknowledgement.

Manages preventive maintenance activities, and their associated vendors/contractors, for fire protection and alarm systems, building remodels and repairs, landscaping, ice/snow removal, cleaning services, etc. Coordinates safety initiatives for the laboratory in conjunction with the Safety Officer and Safety Committee.

Oversee janitorial services and cleanliness of building and surrounding grounds.

Determine when work is outsourced or completed in house.

Assists with negotiations of contracts with vendors and service providers.

Support continuous improvement, modification of job plans or work orders, inspection audits, assisting vendors who are on site for repairs.

Assist other engineering leaders in LEAN implementation.

Facilities capital project management, tracking and reporting.

Manages the implementation and operation of a building preventive maintenance program.

Work with other departments on root cause analysis and continuous improvement initiatives to help drive

efficiency and yield.

Develops downtime tracking programs and approves changes to maintenance methods and/or projects to reduce equipment downtime.

Manages the CMMS to ensure that the system manages scheduled and nonscheduled calibration work orders, trends of calibration data, and data is up to date and accurate.

Maintain necessary records and prepare reports on building maintenance and fleet operations. Maintain a close working relationship with the departmental management.

Inspect and maintain life safety equipment and systems.

Ensure compliance with all applicable regulations, codes, and standards related to facility operations, including health and safety guidelines.

Stay updated on industry best practices and emerging trends in facilities management, incorporating innovative approaches to enhance facility operations.

Adheres to all applicable procedures, cGMPs, company policies and any other quality or regulatory requirements. (For example: OSHA, DEA, FDA, EMEA, ANVISA, HS&E, etc.)

Brings compliance issues to the attention of management.

Prepare, revise and/or update all Standard Operating Procedures (SOPs) and policies related to Facilities. Adhering to all established Standard Operating Procedures and Safety Policies (i.e., lockout/tagout, arc flash, OJTs).

Assures quality customer service to all customers.

Supervise and manage site maintenance personnel up to 10 technicians.

Oversees and directs all performance management, training, development, job descriptions, and safety procedures for all Maintenance personnel.

Provides oversight and direction to direct reports, as applicable, in accordance with the organization’s policies and procedures. The responsibilities may include, but are not limited to recruiting, training, communicating job expectations, appraising and managing job performance, delivering feedback and coaching, and providing career development planning and opportunities.

Hire, train, monitor, discipline, evaluate and develop employees. Assist subordinates with diagnosing and remedying difficult problems.

Performs other duties as assigned.

Attend meetings, seminars, and other workshops as required.

Education

Requires a Bachelor’s Degree from an accredited four-year college or university. Required degree in

Management, Engineering, Business Administration or a related field.

Licenses and/or Certifications

Valid United States Driver’s License

Project Management Professional (PMP) preferred Facility Management Professional (CFM) or

Certified Facility Manager (CFM) Management Professional preferred

Experience

Requires six or more years of experience in managing facilities maintenance for a cGMP FDA regulated pharmaceutical manufacturing or similar environment; 2 or more years aseptic processing facility preferred. Requires experience working with Building Automation Systems.

Requires demonstrated experience in strategic planning, budgeting, and financial management. Requires demonstrated experience in contract negotiation and vendor performance management. Requires a proven track record of effectively managing large teams and complex facilities over multiple campuses.

Must have training or field experience in Autoclaves, Clean Steam, WFI, water systems, HVAC, refrigeration, plumbing, electrical systems, and/or water treatment.

Prefer experience as a utility operator in a complex pharmaceutical or biopharmaceutical manufacturing environment.

Knowledge

Must have a working knowledge of the methods, materials, tools and practices used in general building maintenance, and repair operations.

Must have knowledge of principles and practices of budget preparation and administration.

Must have knowledge of facility management procedures, methods and techniques.

Must have knowledge of blue-prints, design, and general construction practices and processes.

Must have knowledge of electrical, plumbing, HVAC, fire alarm, and other building systems.

Must obtain a working knowledge of regulatory/quality requirements and perform within all Standard Operating Procedures (SOPs) and policies.

Must maintain familiarity of regulatory/quality compliance, to include FDA, EU, ISO, GHM, cGMP, OSHA, etc.

Must have knowledge of all trade procedures used in the maintenance and repair of facilities.

May be exposed to blood borne pathogens and other conditions common to a full service blood and tissue center. May have bodily exposure to refrigerator/freezer temperature, especially hands and face. Will work extended hours during peak periods. May be required to work at any time of the day, evening or night during the week or weekend, to include being on call.
