POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):

Project Overview:

The Department of Homeland Security (DHS), Federal Law Enforcement Training Center (FLETC) facility at Charleston, SC requires comprehensive base operating support services for the Charleston Federal Law Enforcement Training Center and its ancillary support facilities. This includes providing student support services, with such activities as the operation and cleaning of dormitories, operation of the dining facility, and training support services of various types (such as providing range masters, role players for practical exercises, computer laboratory support, equipment issues, bus transportation, etc.). Facility-based services include activities such as janitorial services, waste removal, facility and grounds maintenance, office equipment, and furniture cleaning and movement.

Position Overview:

The Operations Manager will be responsible for the supervision, administration, execution, and oversight of the facility operations functions and personnel. Oversees and enforces performance executed through subcontracted services. Guides supervisors in work prioritization, implementing cost-effective measures to work execution, and in making decisions regarding work quality.

THIS POSITION IS CONTINGENT UPON CONTRACT AWARD. ALUTIIQ WILL ACCEPT APPLICATIONS FROM INCUMBENTS CURRENTLY HOLDING THE SAME POSITION.

Primary/Major Duties and Responsibilities (Essential Functions):
  • Responsible and accountable for the supervision, administration, execution, and oversight of the facility operations functions and personnel.
  • Provides leadership and technical and professional direction and guidance to an in-house workforce through supervisors responsible for O&M functions in the areas of service call operations; work request management; work order allocation; facility maintenance and repair; and infrastructure maintenance and repair; Oversees and enforces performance executed through subcontracted services.
  • Guides supervisors in work prioritization, implementing cost-effective measures to work execution, and in making decisions regarding work quality.
  • Plans and organizes the facilities, maintenance staff, and outside contractor and vendor services required for the repair and maintenance of buildings, equipment, systems, infrastructure, and grounds.
  • Prepares reports, analyzes data and work order requests, and makes recommendations for improving operations and solving maintenance-related problems.
  • Initiates and carries out projects that improve efficiency and/or reduce operating costs.
  • Develops and maintains a maintenance management system for planning, scheduling, and tracking work orders, spare parts, and maintenance history of equipment.
  • Provides project leadership and direction on work assignments, coordinating efforts, providing technical guidance, training, coaching, and reviewing assignment progress.
  • Establishes and enforces standards for quality of workmanship.
  • Conducts employee performance reviews based on job descriptions to determine competency, knowledge, and contribution of the maintenance and facilities group.
  • Ensures safe work practices and adheres to all safety policies and procedures
  • Must be fully knowledgeable of all safety, environmental, and energy requirements associated with the work they perform.
  • Personnel shall speak, read, and comprehend English to the extent that they can perform the contract requirements and comply with installation emergency procedures.


This opportunity is for a POTENTIAL CONTRACT award and is contingent upon the contract being awarded. Consideration for a potential contract may require a signed letter of intent. If the contract is awarded, another position posting will be available on the Company Careers portal.

REQUIRED QUALIFICATIONS AND EXPERIENCE:

  • Shall possess at least 3 years of recent (within the past 10 years) responsible experience in the management and supervision of complex commercial and institutional facilities involving facility operations and maintenance of the approximate size and characteristics of the FLETC Complex.
  • Should have demonstrated skills and knowledge in planning for and establishing the management and structural organization needed to operate and repair complex mechanical, electrical, and plumbing systems. At a minimum must have specific experience in financial reporting, plant operations, preventative maintenance programs, work scheduling, and quality control systems.
  • Shall have proficiency in oral and written communication in English.
  • Shall have basic computer skills including the ability to input data into the system and generate various reports and correspondence as required.
  • Must be a U.S. Citizen
