*_Position Description_*

The Program Analyst IV will support the Marine Corps Systems Command (MCSC), International Program (IP), Foreign Military Sales (FMS) Division. They shall provide non-personal services support to FMS case managers and assist with the monitoring of all aspects of FMS case execution. The Program Analyst shall develop and maintain FMS program briefings, correspondence, action item trackers, and supporting project materials such as foreign disclosure processes and request letters. This includes assisting with FMS case file management activities. They will provide analytical support in any of the following disciplines: engineering, science, business, finance, cost, or program management.

*_Responsibilities_*

* Develop and maintain FMS program briefings, correspondence, action item trackers, and supporting project materials such as foreign disclosure processes and request letters. This includes assisting with FMS case file management activities.
* Track assigned FMS case line-item milestones from implementation, execution, and line/case closure.
* Prepare specialized FMS reports, evaluate case unique documentation, and provide recommended courses of action (COAs) to the Government.
* Prepare for, and participate in, program reviews, support meetings, ceremonies, and official visits. Develop and provide staff with read-ahead binders, identification of potential issues, briefings, meeting minutes, and reports pre- and post- formal meetings with, or in support of, FMS programs. Support shall ensure appropriate protocols are rendered and official procedures are followed.
* Review case requirements and provide country and project specific recommendations to enhance FMS case execution and reduce risk exposure. Assess project risk elements and provide recommendations for mitigation of concerns affecting those projects.
* Provide input and analysis of requirements for inclusion in Letters of Request (LOR), pricing and availability requests, and Letters of Offer and Acceptance (LOA). Develop and monitor case-specific Plans of Actions and Milestones. Develop recommendations for the preparation of contract requirements packages to ensure that program requirements are adequately planned, evaluated, acquired, and delivered in accordance with program objectives and terms of the FMS case agreements.
* Provide analysis, input, and assist in the development and coordination of acquisition related products and documentation required to meet the terms of the FMS case agreements. Acquisition related products include: acquisition strategy plans; work requirements statements (i.e. Statement of Work, Statement of Objectives, and Performance Work Statements) and system specifications; documentation supporting sole source requests (i.e. Justification and Approvals); Independent Government Cost Estimates; Contract Line Item Number descriptions and contract administrative requirements; Contract Data Requirements Lists (CDRLs, DD Form 1423) and commercial item descriptions; Quality Assurance Surveillance Plans; and Management Oversight Process for the Acquisition of Services.
* Manage and maintain the tracking tools or databases for program objectives, contract deliverables, and any associated risk management analysis.
* Provide proposal analysis support and provide draft recommendations on findings and content. (If contractor personnel assist in proposal analysis (not evaluation) and provide recommendations based upon this analysis, the contractor will be required to complete a Non-Disclosure Agreement with the government and the submitter of the proposal before the support can be performed. Any Organizational Conflict of Interest issues will be addressed based on the task if there are any conflicts).
* Provide non-personal services support to facilitate business assessments, make recommendations that support government decision-making, and provide the necessary analytical rigor to assessments of proposed solutions and strategies.
* Conduct pre-LOR analysis of alternatives and provide recommendations of COAs and acquisition strategies. This includes country assessments and special studies needed to analyze alternatives and provide recommendations; product specific analysis to assess the system, validate performance claims, prices, identify trade space, and other factor germane to the selection of an alternative or COA.
* Analyze events, activities, and schedule data to provide evaluations on timely execution of hardware deliveries, program milestones, and execution objectives of FMS cases.
* Develop, maintain, and upgrade program Life Cycle Cost Estimates using Government-provided program information.
* Draft and update Business Case Analysis (BCAs) using Government-provided information and template and be prepared to gather additional information for incorporation into draft BCAs and updates as needed to ensure BCAs are complete and include all information necessary to inform the decision maker on the matter which the BCA addresses.
* Provide comprehensive, timely logistics support and coordination to ensure compliance with project milestones and objectives. Be prepared to work closely with Original Equipment Manufacturers (OEM) in support of contract execution, assist in monitoring OEM contract/ deliverables, factory training and field activities, and assist in reviewing/analyzing OEM logistics data. Provide technical maintenance and warranty information analysis, updates, and coordination between stakeholders and OEMs. Track, review, and maintain archives on contract deliverables covering a multitude of disciplines including engineering, logistics, financials, and program management activities. Provide relevant written feedback and status in each area.
* Conduct pre-LOA analysis of logistics considerations and potential issues. This includes conducting market research on weapon system/platform capabilities, support and sustainment requirements; evaluating Excess Defense Article equipment and spares short and long-term availability. Develop standard and unique program briefs on matters relating to sustainment and life cycle logistics to support FMS case development.
* Conduct Allowable Supply Lists, Parts Lists, and Battle Damage Assessment and Repair reviews, and identify, and provide recommendation for resolving, ordering and delivery issues with spares requisitioned through the Defense Logistics Management System. Manage and oversee warranty programs and research Defense Management System issues. Identify form, fit, and function replacement parts for obsolete components ordered by FMS customers under follow-on support cases. Conduct OEM and commercial sources price and availability analysis on customer requests for spares to facilitate the Government in determining the best value approach (commercial buy versus OEM), making obsolescence determinations and potential form, fit, function replacements versus redesign options.
* Coordinate and facilitate visual inspection support of products to ensure compliance with standards of acceptance. This includes coordinating and facilitating standard and unique site visits.
* Identify and coordinate transportation requirements for FMS materiel and/or government furnished equipment in support of FMS programs. Develop, manage, and maintain material shipment tracking databases for all program shipments using Government logistics databases.
* Perform comprehensive, timely technical management support that includes reviewing project materials and documentation, coordinating meetings and teleconferences to address findings, and providing recommendations for COA selection, risk reduction, and cost/technical/schedule impacts. Conduct in-depth technical research on specific products, systems, and solutions. Review Technical Bulletins, test reports, engineering change proposals, CDRL submissions, and technical data products to provide assessments and recommendations to project staff and facilitate processing of country-specific technical inquiries. Identify required disclosure data and provide recommendations to project staff.
* Develop and analyze test plans and procedures, provide test support on-site, and conduct detailed analysis of test events to determine COAs and impacts. Provide analysis and recommendations to close out open action items. The contractor shall identify required disclosure data and provide recommendations to project staff.

*_Education/Certification_*

* College degree in Business Management or related field and 12 to 15 years of related progressive professional work experience in program analytics.
* Knowledge of and experience with the Marine Corps’ Advanced Amphibious Assault program with emphasis on the Assault Amphibious Vehicle.
Must be proficient in Microsoft Office (Word, PowerPoint, Excel, Project).
