Northrop Grumman's Mission Systems (NGMS) sector is looking for a Manager Programs 3 to support Signals Intelligence (SIGINT) Missions Solutions (SMS) Department programs onsite in Chantilly, VA. The SMS Department is part of the Autonomous and Intelligence Solutions Operating Unit (AISOU), which is based in Chantilly, VA. This role encompasses both internally and externally facing activities and leads program review sessions with customers to discuss cost, schedule, and technical performance. Additionally, this role builds trust and effective working relationships up, down and across customer and Northrop Grumman organizations.

What You'll Get to Do:

The PM is responsible for the successful cost, schedule, and technical performance of the contract. The PM serves as the main Point-of-Contact for the Contracting Officer (CO), the Contracting Officer's Technical Representative (COTR), and the Contractor's senior management. The PM directly contributes to program efforts in several areas, including cost management/avoidance, schedule estimation and tracking, contract performance management, risk management, requirements analysis, and quality assurance activities. They ensure proper performance of tasks necessary to ensure the most efficient and effective execution of the contract. The PM has expert communication skills needed to direct the skilled technical resources and report on the technical progress, issues, and problem areas, as well as write and review technical documents. The PM will lead activities to develop and grow the scope of the program by proposing innovations and enhancements that improve customer mission performance and increase customer satisfaction. The PM will participate and lead capture activities related to growing the business within the main and adjacent Customers.

Other Roles and responsibilities:
  • Allocate resources (staffing, facilities, and budgets) on the contract.
  • Review and approve all ETC, Funds, or other financial reports as appropriate.
  • Prepare program status reviews and other formal reviews to be presented to the Government COTR/CO.
  • Prepare program status reviews and other formal reviews to be presented to NG's Program Review Authority (PRA).
  • Ensure the timely recruitment and training of program staff - both direct and indirect.
  • Review all financial and technical reports before release to the Government.
  • Subcontractor management.
  • Ensure cross-discipline integration within the contract to meet Government needs.
  • Communicate issues and solutions to the Government COTR/CO in a timely and transparent manner.
  • Ensure compliance with all regulatory and administrative requirements imposed by the contract in coordination with the Contractor's contracts staff.
  • Coordinate the preparation of Engineering Change Proposals (ECPs) and value engineering proposals to the Government COTR/CO.


Basic Qualifications:
  • Bachelor Degree and 10+ years' or a Master's Degree with 8+ years of experience supporting U.S. Government contracts and customers and/or project management in other industries.
  • Experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or program manager.
  • Experience in proposal development and negotiations.
  • Demonstrated leadership and communication experience across multi-functional and geographically dispersed teams to achieve a common goal.
  • Experience managing external customers/stakeholders and internal functional teams.
  • Excellent communication skills, presentation skills, and team leadership skills.
  • US Citizenship.
  • Active TS/SCI with Full-Scope Polygraph with the ability to meet customer-specific security screening requirements.


Preferred Qualifications:
  • Experience developing project managers and junior/deputy program managers.
  • Demonstrated ability to partner across organizational boundaries (i.e., cross-Sector, cross-site, cross-discipline, cross-function, cross-program) as part of a top-performing team.
  • Demonstrated ability to multi-task in a challenging environment with competing priorities in a positive manner.
  • Ability to work independently with minimal supervision.
  • Subcontract management experience.


Salary Range: $180,600.00 - $271,000.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
