This is a Non-Represented Position.

This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

Summary:

This position is responsible for strategically conducting and managing hazard analysis/assessments for the LIRR and conducting in-depth system safety studies to identify, assess and resolve safety hazards including compliance with Federal Railroad Administration (FRA) regulations. This position ensures compliance with regulations and uses industry standards to analyze and manage risk through identification of need and development of policies, procedures, rules, and programs to ensure mitigation of those risks to our employees, customers, and the communities we serve. This position is responsible for shaping, developing and continuously improving the Fatigue Risk Management program (FRMP) across the Long Island Rail Road (LIRR) and will use human factors expertise to enhance LIRR’s safety performance by reducing human error, increasing productivity, and ultimately reducing the risk of injuries and accidents.

Responsibilities:

Responsibilities may include but are not limited to:

-Conduct in-depth system safety studies to identify, assess and resolve safety hazards.

-Develop, ensure the implementation of, and evaluate the effectiveness of mitigation strategies to reduce the risk accidents, incidents, injuries, where fatigue is a contributing factor as required by 49 C.F.R Part 270 Subpart E. Develop and implement procedures and processes for monitoring and evaluating the FRMP to assess its effectiveness. Chair the Fatigue Safety Action Group meetings. Lead the identification of fatigue-related hazards, analyze risks, validate, and verify effectiveness of mitigations and recommendations utilized from human factors perspective. Lead the annual internal assessment for the FRMP required under 49 CFR part 270 Subpart E.

-Provide technical expertise to other LIRR Departments. Perform safety review of in house or third-party construction plans (Engineering and MTA Construction and Development) to mitigate safety issues prior to final design. Ensure that applicable certifiable elements have defined system performance requirements to ensure safe and successful operation – from a human machine interface perspective – for operators and maintainers.

-Participate on critical project Task Forces and Steering Committees as necessary. Analyze and visualize data that will inform stakeholders of patterns in hazards, safety, operational and financial risk. Serve as the administrator of the LIRR Risk- Based Hazard Management Program.

-Manage third party contracts providing Risk Assessment consulting services. Duties includes task development, reviewing work plans, coordinating assessment activities in field, review and approval of reports and invoices, and ensuring compliance with contract documents.

-Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example.

-Promote a positive safety culture and professional relations with team members, colleagues, employees and labor partners.

Perform other assignments as requested by Senior Management. Must be available to work extended hours for unplanned work, emergencies, etc.

Qualifications:

-Bachelor’s Degree in Engineering Psychology, Human Factors Engineering, Health and Safety Engineering, or related field.

-Must possess seven (7) years of related experience in conducting risk analysis/assessments or human factor engineering tasks.

-Must possess excellent written and verbal communication and presentation, decision-making, problem-solving, and root-cause analytical skills.

-Must be proficient in the preparation and use of visual aids, graphical reports, charts, data sets, and reports.

-Must be proficient with Microsoft Office Word, Excel, Access, PowerPoint and Visio.

-Demonstrated strong analytical and evaluative skills, a high degree of integrity, and a strong work ethic.

-Experience with and practical knowledge of hazard analysis techniques including, but not limited to: Operation and Support Hazard Analysis, System Hazard Analysis, Bowtie Method, Cause-Consequence Analysis, Health Hazard Assessment

-Must possess prior supervisory experience and ability to effectively coordinate and manage delegations of tasks.

-Must have extensive interpersonal and communication skills: specifically, with complex partner management and an ability to communicate at all levels within the organization.

-Knowledge of statistical data analysis principles/techniques.

-Experience conducting data collection, analysis, and reporting.

-Ability to perform in-depth qualitative and quantitative analyses using various tools and datasets.

-Must successfully pass Corporate Safety Department’s Physical Abilities Screening.

-Must be available to participate in a 24-hour on-call rotation schedule for Incident Command Center coverage when activated.

Preferred/Desirable Skills/Qualifications:

-Master’s in Engineering Psychology, Human Factors Engineering, Occupational, Health and Safety, Systems Engineering, or related field.

-Knowledge in Human Perception and Cognition.

-Experience in conducting task and hazard analyses.

-Experience with enterprise safety software.

-Certified Safety Professional.

-Familiarity with railroad and commuter railroad operations desirable.

-Familiarity with Military Standard 882.

-Familiarity with Federal Railroad Administration regulations and American Public Transportation Association Standards desirable.

In addition to meeting the minimum requirements of the position, the selection process may include, but is not limited to, a pre-screening assessment (i.e., physical, written and/ or practical evaluation) and interview. Candidates forfeit further consideration in the process if they fail to participate in any step of the process when scheduled. Make up dates/times will not be given. In addition, LIRR employee applicants must be in their current position for the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record. A record of more than 10 sick days in two of last three years is considered unsatisfactory attendance.
