The Division of Rate Setting (DRS) within the Department of Vermont Health Access (DVHA) has an immediate opening for an energetic and talented full-time Financial Auditor. Are numbers your thing? What do we do?
Below are a few of the Financial Auditor position's primary responsibilities:
· Perform desk reviews of funding applications submitted by Private Non-medical Institutions (PNMIs) to determine allowable costs for Medicaid reimbursement.
· Examine provider accounting records such as the general ledger entries, invoices, detailed trial financial statements, and adjust entries made by the CPA performing the required year-end audit.
· Collaborate with the inter-agency Placement Authorizing Departments (PADs) in reviewing funding application data and rate adjustment requests (RARs).
· Communicate clearly with other Division staff and PNMI providers.
· Follow a detailed audit plan to complete desk reviews while adhering to standard auditing principals when creating audit files and workpapers.
· Apply the State and Federal rules governing the PNMI rate setting process to issues of considerable complexity.
· Primarily reviews PNMI funding application information however may also be assigned to review cost reports submitted by skilled nursing homes in Vermont.

How do we do it?
We review PNMI funding applications and nursing home cost reports to determine if the reported costs are reasonable, allowable, and properly reported, and we make reclassifications for errors and adjustments for any disallowed costs.

We take pride in safeguarding Medicaid and Medicare funds from fraud, waste, and abuse for state and federal taxpayers, which can allow funds to be appropriately spent in quality healthcare services needed elsewhere.

*Starting rate may be negotiable based on experience and qualifications from non-state employees.

AHS BACKGROUND CHECKS: Candidates must pass any level of background investigation applicable to the position. Environmental Factors

Duties are performed in an office setting or in the field. Significant pressure from deadlines is present. Incumbents should have private means of transportation available as some travel may be necessary. Requires significant tact and persistence to complete the review work.

Minimum Qualifications

Master’s degree in business administration or accounting AND one (1) or more years of finance, accounting, or auditing experience.

OR

Bachelor’s degree and three (3) years or more of finance, accounting, or auditing experience.

OR

Certified Public Accountant (CPA).

Note: There will be a skills assessment test to be taken at the Division as part of the hiring process.

Preferred Qualifications

Experience in a health care or regulatory environment.

· High level of organizational skills with the ability to prioritize activities and act under the guidance of management.
· Advanced Microsoft Excel skills including the ability to build and edit complex spreadsheets, formulas, and create graphs and charts from large amounts of data.
· Ability to problem solve by performing independent research on how to resolve the issue.
· Ability to manipulate and perform calculations on large amounts of data.
· High level of accuracy, both in numerical and written formats.
· Ability to test and check own work and that of others to ensure that there are no errors in calculations or written work.
· Ability to read, understand, and apply laws, rules, and regulations of significant complexity.
· Significant knowledge of English usage, grammar, and spelling in writing and in speaking for excellent, effective communications.
· Knowledge of the principles of office management and the ability to apply these principles to office operations.
· Ability to establish and maintain effective working relationships through good interpersonal skills.
