Phoenix is the fifth largest city in the United States with a population of 1,521,986. On February 14, 1912, Phoenix was announced the capital of Arizona by President William Howard Taft. The city's residents continued to utilize its government by shifting from a mayor-council to a council-manager in 1913; becoming the first capital to create a government like it in the United States.
